House Resolution 17
A RESOLUTION SUPPORTING TEXAS GOVERNOR GREG ABBOTT IN HIS EFFORTS TO RESTORE THE SOVEREIGNTY OF TEXAS AND THE INTEGRITY OF THE MEXICAN BORDER BY TRANSPORTING ILLEGAL NONCITIZENS ACROSS THE TEXAS BORDER WHERE THEY ILLEGALLY CROSSED.
WHEREAS, Mississippi stands in support of Governor Abbott's efforts to restore the sovereignty of Texas and the integrity of the Mexican border transporting, by any means available, an increasing number of undocumented illegal noncitizens across the same Texas border they illegally crossed; and
WHEREAS, allied forces comprised of troops from the United States, United Kingdom, and Canada conducted an invasion named D-Day, June 6, 1944, with a combined force of approximately 156,000; and
WHEREAS, the State of Texas has been invaded at the D-Day rate every month for the past 18 months; and
WHEREAS, Governor Abbott recently cited a study which estimated that a recent court ruling allowing the Biden Administration to end the "remain in Mexico policy" could increase the number of illegals entering Texas to 18,000 noncitizens daily, which would constitute an increase to one D-Day invasion every 10 days; and
WHEREAS, the health, safety, and welfare of Texans are under an imminent threat of disaster from the unprecedented levels of illegal immigration, human trafficking, and drug smuggling coming across the United States border from Mexico; and
WHEREAS, the sophisticated human smuggling and drug trafficking organizations that facilitate these criminal acts are spearheaded by violent international drug cartels that have operational control over our unsecured United States-Mexico border; and
WHEREAS, their stated mission requires Federal Border Patrol Agents to "safeguard the American people" and to deny "illegal entry along the border between ports of entry" to any and all "undocumented noncitizens"; and
WHEREAS, The Department of Homeland Security has ordered their trained and dedicated Border agents to process into the United States an unlimited number of illegal noncitizens with complete disregard for their own stated mission; and
WHEREAS, this invasion constitutes a violation of the Guarantee Clause, Article IV, Section 4 of the U.S. Constitution, as it relates to the federal Government protecting any state against invasion; and
WHEREAS, the Founders ratified the U.S. Constitution to include a remedy for each sovereign state if the federal Government has willfully abandoned its duty to defend the states against invasion; and
WHEREAS, this constitutional authority provided by Article I, Section 10, Clause 3, to repel the invasion is the legal solution available to Governor Abbott; and
WHEREAS, on September 21, 2022, the Governor of Texas has identified certain cartels as terrorist organizations and has called upon the Biden Administration to create certain federal terrorist designations for these cartels which have not occurred; and
WHEREAS, the Governor of Texas has also directed the Texas Department of Public Safety and other law enforcement agencies to identify Texas gangs that support Mexican drug cartels; and
WHEREAS, multiple counties have so boldly declared an invasion because the health, safety, and welfare of their residents are under an imminent threat of disaster from the unprecedented levels of illegal immigration, human trafficking, and drug smuggling coming across the United States border from Mexico; and
WHEREAS, we support Governor Abbott's declaration that Texas is being invaded; and
WHEREAS, we also agree that Governor Abbott should organize the appropriate assets of Texas to repel this growing lawless invasion; and
WHEREAS, Governor Abbott should transport, by any means available, an increasing number of undocumented illegal noncitizens across the same border they illegally crossed; and
WHEREAS, we believe that Governor Abbott's actions must be implemented in order to extinguish the worldwide incentive for millions of undocumented noncitizens to continue to gain illegal access to the United States via Texas; and
WHEREAS, it is most appropriate to support our other state's efforts to maintain its border and sovereignty:
NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we support Governor Abbott's efforts to restore the sovereignty of Texas and the integrity of the Mexican border.
BE IT FURTHER RESOLVED, That we fully stand in support of our brothers and sisters in the State of Texas in their struggle on the front lines of this invasion.
BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Governor Greg Abbott, Lieutenant Governor Dan Patrick, Speaker Dade Phelan and to the members of the Capitol Press Corps.
