A RESOLUTION RECOGNIZING THE CONTRIBUTIONS OF THE AMERICAN HEART ASSOCIATION AND ACKNOWLEDGING FRIDAY, FEBRUARY 5, 2016, AS OBSERVANCE OF NATIONAL WEAR RED DAY IN THE STATE OF MISSISSIPPI.

      WHEREAS, heart disease affects men, women and children of every age and race in the United States, continuing to be the leading cause of death in the United States by claiming the lives of approximately 600,000 individuals annually and accounting for one in four of the nation's deaths; and

      WHEREAS, congenital heart defects are the most common birth defect in the United States, as well as the leading killer of infants with birth defects; and

      WHEREAS, more than one in three adult men and women have some form of cardiovascular disease, for an estimated total of 735,000 heart attacks; and

      WHEREAS, heart disease and stroke account for $320,000,000,000.00 in health care expenditures and lost productivity annually, with an expectation of nearly tripling to $918,000,000,000.00 annually by 2030; and

      WHEREAS, individuals in the United States have made great progress in reducing the death rate for coronary heart disease, but this progress has been more modest with respect to such death rate of women and minorities; and

      WHEREAS, heart disease and strokes cause one in three deaths among women annually, two-thirds of whom have never experienced previous symptoms of disease, at a rate of approximately one death among women every 80 seconds; and

      WHEREAS, nearly half of all African-American adults experience some form of cardiovascular disease, including 48% of African-American women and 46% of African-American men, while

many minority women, including Hispanic, Asian-American and Native-American women, as well as those women from indigenous

populations, have a greater prevalence of risk factors or are at a higher risk of death from heart disease, stroke and other

cardiovascular diseases, but are less informed of the risk; and

      WHEREAS, individuals can greatly reduce the risk of cardiovascular disease through educational awareness and lifestyle modification coupled with medical treatment when necessary, which are essential to improving and saving the lives of thousands of individuals each year; and

      WHEREAS, the United States Congress by joint resolution, entitled "Joint Resolution to provide for the designation of the month of February in each year as 'American Heart Month,' approved such observation on December 30, 1963, and codified as 36 USCS Section 101; and

      WHEREAS, the American Heart Association along with many other organizations celebrate "National Wear Red Day" during February by "going red" as a manner of increasing awareness about heart disease, particularly the inherent risk of such posed to women; and

      WHEREAS, it is the policy of the House of Representatives to acknowledge such organizations as the American Heart Association which tirelessly advocate for quality healthcare and awareness for this state's citizens:

      NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby recognize the contributions of the American Heart Association and acknowledge Friday, February 5, 2016, as observance of National Wear Red Day in the State of Mississippi.

      BE IT FURTHER RESOLVED, THAT THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI:

      (1)  Supports the goals and ideals of "American Heart

Month" and "National Wear Red Day"; and

      (2)  Recognizes and reaffirms the commitment in the State of Mississippi to fighting heart disease and stroke by promoting awareness about the causes, risks, and prevention of heart disease and stroke and supporting research on heart disease and stroke; and

      (3)  Commends the efforts of all political subdivisions of this state, nonprofit organizations, businesses and other entities, the Mississippi citizenry who support "American Heart Month" and "National Wear Red Day"; and

      (4)  Encourages all individuals in the State of Mississippi to become informed of their individual risks for heart disease.

      BE IT FURTHER RESOLVED, That copies of this resolution be furnished to the Mississippi Chapter of the American Heart Association and to the members of the Capitol Press Corps.
