A RESOLUTION MOURNING THE LOSS AND COMMEMORATING THE LIFE, LEGACY AND MERITORIOUS SERVICE OF RETIRED CHIEF WARRANT OFFICER 3 LAMAR WEBSTER POWELL.

     WHEREAS, it is written in Ecclesiastes 3:1 that "To everything there is a season and a time for every purpose under the Heaven":  and as such the grand architect of the universe summoned the mortal presence of dearly beloved Retired Chief Warrant Officer 3 Lamar Webster Powell to eternal rest, rendering great sorrow and loss to his family and friends; and

     WHEREAS, Lamar was born in Liberty, Mississippi, on January 4, 1918, to Bernice and Joe Powell, and from a very young age, he eagerly pursued perfection and strived for excellence in all of his home, farm and school responsibilities; and

     WHEREAS, consumed with an altruistic desire to defend and serve Lady Liberty, Chief Powell, at the age of 18, joined an elite fraternity of heroic soldiers in the United States Armed Forces, and during his era in the military, through grit and unparalleled exertion, he patriotically fought to ensure that America remained "The Beautiful"; and

     WHEREAS, the numerous awards bestowed upon Chief Powell for his allegiance to the United States of America, which represent the true bravery of his soul, are some of the most prestigious and esteemed a fearless combatant can receive, including:  the Korean Service Medal, the Good Conduct Medal and the United Nations Service Medal; and

     WHEREAS, when he wasn't training with his fellow soldiers, the courageous military man enrolled in correspondence business courses at the University of Chicago and quickly developed a passion for making investments in the stock market, and by utilizing the strict purchasing regime he was forced to develop to survive through the Great Depression, he made smart, steady investments in the stock market that ultimately amassed a prosperous success story; and

     WHEREAS, Mr. Powell would not only share his tips of the

trade - consistency, patience and saving - with any inquirer or potential investor, but because of his deep yearning to provide education and opportunities for success to the children in his hometown, he also shared his stock market earnings with the Amite County High School JROTC, to enable them to erect a new building, the Lamar W. Powell JROTC Building, and through endowments to North Carolina A&T State University, Jackson State University, Tougaloo College and the University of Southern Mississippi; and

     WHEREAS, a savvy, successful investor with a philanthropic heart, Mr. Powell inspired those around him with his entertaining stories about the hard times he struggled through, the daily ups and downs of his career, and the sweet taste of success, and his reminiscing extravaganzas encouraged hoards of listeners and always provoked his famous mega-watt smile and infectious laugh that could brighten even the most terrible of days; and

     WHEREAS, Chief Powell's bright sense of humor, remarkable intelligence and pure heart left an indelible impression in the hearts and minds of his many friends and family, who are left to cherish his memory, including:  his sisters, Jodia Powell Brown and Esther Turks; brother-in-law, William Holland; cousin, Dr. Thea Black; caregivers, Estella Hibbler, Tenille Magee and Ella Brown; numerous nieces and nephews; and a host of other special friends; and

     WHEREAS, it is the policy of the House of Representatives to recognize and salute outstanding Mississippians, especially those such as Retired Chief Warrant Officer 3 Lamar Webster Powell, an uniquely caring and affectionate individual of esteemed character whose keen, innovative mind and benevolence has contributed greatly to the lives of the people of this great Magnolia State:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby mourn the loss and commend the life, legacy and meritorious leadership and service of Retired Chief Warrant Officer 3 Lamar Webster Powell and express deepest sympathy to his family and friends upon his passing.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to the family of retired Chief Warrant Officer 3 Lamar Wester Powell and to the members of the Capital Press Corps.
