A RESOLUTION COMMENDING THE DISTINGUISHED AND LAUDABLE LEGISLATIVE CAREER OF THE MOST HONORABLE AND DISTINGUISHED GENTLEMAN FROM PEARL RIVER, REPRESENTATIVE MARK FORMBY, AND CONGRATULATING HIM UPON BEING APPOINTED TO THE WORKERS' COMPENSATION COMMISSION.

     WHEREAS, on March 24, 2017, the citizens of House District 108, and particularly the Mississippi State Legislature, received bittersweet confirmation of an official changing of the guard in the post held for the last 24 years by a visionary leader, friend, lawmaker and accomplished realtor, with the appointment of the Honorable Mark Stuart Formby to the Workers' Compensation Commission by Governor Phil Bryant; and

     WHEREAS, the distinguished Gentleman from Pearl River County, Mississippi, Chairman Mark Formby, an honored and cherished member of the Mississippi House of Representatives, revered for his impeccable expertise and credible public service, received this most auspicious appointment to the Workers' Compensation Commission in his 24th year as a member of the House of Representatives from District 108, after having been initially elected in November 1993 as the first Republican from Pearl River County to assume that seat; and

     WHEREAS, the Honorable Representative Mark Formby was diligently serving the citizens of his community well before his election to the Mississippi House of Representatives, a fact evidenced by his 1973 receipt of the elite rank of Eagle Scout, the highest honor a young man can receive from the Boy Scouts of America; and

     WHEREAS, after graduating from Picayune Memorial High School in 1975 and earning his bachelor of arts degree at Mississippi State University in 1979, Representative Formby continued to amass years of invaluable governing experience through his roles as President of the Pearl River County Young Republicans in 1981, President of the Picayune Junior Chamber of Commerce (Jaycees) in 1982, President of the Mississippi Junior Chamber of Commerce (Jaycees) in 1984, Vice President of the United States Junior Chamber of Commerce (Jaycees), and Small Business and Trade Legislative Assistant to United States Senator Trent Lott from 1988 until 1991, and the collective of this experience ultimately helped him serve the constituents of Pearl River County with competence, efficiency and effectiveness; and

     WHEREAS, not one to limit his community involvement to the Legislature, Representative Formby has always been active in his community and dedicated to improving the quality of life for all citizens, as evidenced by his service with the Jaycees, the Kiwanis, the D.U., the Picayune Bass Club, the Epsilon Iota Chapter of Alpha Phi Omega and A.L.E.C., and as a devout member of the Baptist faith, he has faithfully attended First Baptist Church of Picayune, where he served as a deacon as well as inspirational role model and Sunday School teacher for 35 years; and

     WHEREAS, upon his election in 1993, the distinguished Gentleman from Pearl River County wasted no time requesting the legislation, amendments and reports that would help effectuate into law the conservative ideologies that his constituents had elected him to support, and in 1996, he co-founded and served as the first President of the Mississippi House Conservative Coalition to help further spread the message of limited government, free enterprise, individual liberties and strong traditional families; and

     WHEREAS, gaining stature as a prominent yet formidable politician, the Gentleman from Pearl River's abilities and talents were immediately recognized by his colleagues and, when combined with his strong work ethic, he rose from freshman lawmaker to Chairman of the House Insurance Committee from 2004 until 2008, Chairman of the House Rules Committee from 2012-2016 and Chairman of the House Revenue and Expenditure General Bills Committee from 2016 until the present; and

     WHEREAS, over the course of his storied legislative career, Representative Formby has conducted his business in committee meetings and on the House chamber floor with a passionate colloquy that reflected his deep diligence and devotion to the office to which he was elected and his continued perseverance throughout the last 25 years has been fueled by his desire to make the quality of life better for his immediate constituency base and the entire citizenry of the Hospitality State, particularly through his vocal participation on the committees to which he was assigned, including:  Public Utilities, Oil, Gas and other Minerals, Marine Resources, Interstate Cooperation, Insurance, Education, Rules and Ways and Means; and

     WHEREAS, effective on April 15, 2017, the Gentleman from Pearl River officially exchanges the title of Representative Formby for that of Commissioner Formby as he makes his departure from the stained glass ceiling and decorative walls of the chamber of the Mississippi House of Representatives housed under the golden eagle-topped dome, marble floors and scagliola columns of the State Capitol, where his legislative expertise and experience as a well-versed politician and people's champion will aid his administration and management of the Workers' Compensation Commission; and

     WHEREAS, the members of the House of Representatives will cherish the bond and common goals for the betterment of our great state shared with the Honorable Representative Mark Formby, and that his impeccable service was unparalleled to the Mississippi Legislature, his wife, Rita Formby, children, Rebekah and Eli, and to the constituents of District 108 and to this great state:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby commend the distinguished and laudable legislative career of the  most honorable and distinguished Gentleman from Pearl River, Representative Mark Formby, congratulate him upon being appointed to the Workers' Compensation Commission, and express our fondest respect and best wishes for continued success in his newly appointed capacity and all of his future endeavors.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Representative Mark Formby and to the members of the Capitol Press Corps.
