A RESOLUTION COMMENDING THE LEGACY AND UNMATCHED PUBLIC SERVICE OF LONGSTANDING CHOCTAW COUNTY SUPERVISOR THOMAS HIGGINS AND CONGRATULATING HIM UPON THE OCCASION OF HIS RETIREMENT.

     WHEREAS, Thomas Higgins, a natural leader, peoples' servant, and community staple of Choctaw County for more years than can be remembered, chose to retire his reign as County Supervisor of Beat 4 after more than a decade of consummate service to his constituents and the entire citizenry of Choctaw County; and

     WHEREAS, having taken office in January 2000 after his election in November 1999, Mr. Higgins was a giant in and vehement advocate of public service and community enhancement as indicated by his accomplished portfolio of projects implemented and completed during his celebrated tenure; and

     WHEREAS, due to his proactive approach to governing and his extensive wealth of knowledge, Mr. Higgins served as President of the Board of Supervisors for five years from November 6, 2006, until his retirement on December 31, 2011; and

     WHEREAS, a faithful watchman of the board of supervisors budget, Mr. Higgins was well-known for his knack of sound fiscal responsibility, which attributed to the county budget more than doubling during his term as board president; and

     WHEREAS, even in the rigors of his hectic schedule, Mr. Higgins always remembered those who placed him in office, the purpose for which he had been elected and the precepts of the oath administered to him upon his first election to office; and

     WHEREAS, in addition to experiencing a doubling of the county's budget during his 11-year tenure, Mr. Higgins' service as supervisor also featured a comparable list of board successes, including:  the construction of a new Justice Court Building, a new Solid Waste Building, a new county jail facility, a new inmate work center, a new community center, three new fire stations, renovation of the Choctaw County Courthouse, the implementation of  construction plans for a new Choctaw County Hospital, the addition of ten new fire trucks, assisting in the locating of three power plants, multiple new employers in the county, and paving over 15 miles of roads in his Beat 4; and

     WHEREAS, in witnessing his passion for service, it can be said that Mr. Higgins' philosophy of life is to love God and serve others by being constantly alert to the needs of others, which he strove diligently to uphold in the performance of service to the people of Choctaw County in hopes that his service was not in vain; and

     WHEREAS, it is the policy of the House of Representatives to commend the legacy of such an outstanding and selfless public servant as Mr. Higgins, whose service was and remains a benchmark of excellence by which his family and colleagues could pattern their lives:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby commend the legacy and unmatched public service of Choctaw County Supervisor Thomas Higgins, congratulate him upon the occasion of his retirement and express sincere wishes for continued success in all of his future endeavors.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Mr. Higgins, the Choctaw County Board of Supervisors and to the members of the Capitol Press Corps.
