House Concurrent Resolution 81

A CONCURRENT RESOLUTION COMMENDING AND CONGRATULATING COACH LESLIE FRAZIER UPON HIS OUTSTANDING SUCCESS AS A NATIONAL FOOTBALL LEAGUE DEFENSIVE COORDINATOR FOR THE MINNESOTA VIKINGS.

     WHEREAS, Leslie Frazier, the Assistant Head Coach and Defensive Coordinator for the Minnesota Vikings and a proud native of Columbus, Mississippi, helped lead the Vikings with a stout defense to a 10-6 regular season record, the NFC North Division title and the NFC Championship game in the 2009-2010 season, and the team defended its division title for the first time since 1978; and

     WHEREAS, in his second season with the Vikings in 2008, Coach Frazier was instrumental in guiding the team to its first division title since 2000 and first playoff berth since 2004 with a 10-6 regular season record and the NFC North crown, and the 2008 campaign marked his first as Assistant Head Coach and Defensive Coordinator, which expanded his role to include additional administrative tasks along with leading the Vikings defense; and

     WHEREAS, combining a proven track record of winning as a player and a coach, Coach Frazier joined the Vikings in 2007 mere days after winning Super Bowl XLI with the Indianapolis Colts, his second Super Bowl title, with the first coming as a starting cornerback for the 1985 Chicago Bears in Super Bowl XX; and

     WHEREAS, Coach Frazier came to Minnesota after coaching defensive backs with Indianapolis and serving as Special Assistant to Head Coach Tony Dungy for two seasons, including in 2006 when the Colts' defense clamped down on opponents throughout the playoff run that brought the franchise its first Super Bowl title since 1970; and
     WHEREAS, prior to his tenure with Indianapolis, Coach Frazier served as Defensive Coordinator with Cincinnati in 2003 and 2004, where he helped the Bengals to a .500 record in consecutive seasons for the first time in 12 seasons, and before his stint in Cincinnati, Coach Frazier's initial NFL coaching job was from 1999 to 2002 with Philadelphia, where he worked with the Eagles' defensive backs while future Vikings Head Coach Brad Childress worked on the offensive side of the ball; and
     WHEREAS, Coach Frazier spent 11 seasons coaching at the collegiate level before returning to the NFL, ultimately ending his collegiate coaching tenure in 1997 and 1998 working with the defensive backs at the University of Illinois as part of an impressive rebuilding project led by Coach Ron Turner which brought the Illini from 0-11 in 1997 to a bowl game win in 1999; and
     WHEREAS, building successful programs was not unusual for Coach Frazier, who, before going to the University of Illinois and the Philadelphia Eagles, started a football program from the ground up as head coach when Trinity College founded a football team in 1988; and

     WHEREAS, quickly turning the new team into a winner by claiming the Northern Illinois Intercollegiate Conference title twice in the first nine years of the program, Coach Frazier was honored when the school, now known as Trinity International University, named the football field after him in 1997 as a tribute to his legendary impact on the campus; and

     WHEREAS, playing for the Chicago Bears from 1981 to 1986, Coach Frazier, part of the legendary Bears' defense that keyed the Super Bowl XX win over New England, led Chicago in interceptions in 1983, 1984 and 1985, the year he started at cornerback on the Super Bowl team, but unfortunately, a severe knee injury suffered in the Super Bowl cut short his professional career; and

     WHEREAS, born in Columbus, Mississippi, Coach Frazier attended Columbus High School and was an All-America defensive back and All-SWAC baseball player at Alcorn State University, from which he earned a degree in business administration, and in 2007, Coach Frazier was inducted into the prestigious SWAC Hall of Fame; and
     WHEREAS, Coach Frazier, actively involved in the Fellowship of Christian Athletes since his playing days, has earned numerous honors for his career accomplishments and off-the-field contributions including:  the College Football Hall of Fame Coach of the Year in 1997; the Mid-States Football Association Western Division Coach of the Year in 1994; the Boy Scouts of America Leadership Award in 1993; the NAIA District 20 Independent Coach of the Year in 1992 and 1993; and the Jack Griffin Award from the Better Boys Foundation in 1986; and

     WHEREAS, Coach Frazier has been lovingly supported in all his endeavors by his wife, Gale, and their three children, Kieron, Chantel and Corey; and

     WHEREAS, it is the policy of this Legislature to recognize those individuals, such as Coach Leslie Frazier, who achieve prominence in their profession and bring great pride to their community and to the State of Mississippi:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby commend and congratulate Coach Leslie Frazier upon his outstanding success as a National Football League defensive coordinator for the Minnesota Vikings and express sincere hope for continued success in all of his future endeavors.

     BE IT FURTHER RESOLVED, That copies of this resolution be presented to Coach Frazier and to the members of the Capitol Press Corps.
