A CONCURRENT RESOLUTION COMMENDING THE EXCEPTIONAL AND DEDICATED CAREER OF MRS. JANIE BERTRAND GUICE AND CONGRATULATING HER UPON THE OCCASION OF HER RETIREMENT FROM THE UNIVERSITY OF MISSISSIPPI AFTER 36 YEARS OF DISTINGUISHED SERVICE.

     WHEREAS, Mrs. Janie Bertrand Guice, Ocean Springs resident and upstanding public servant, has announced her plans for retirement from the University of Mississippi, concluding a stellar career of public service after 36 years; and

     WHEREAS, having initially commenced her career as a public servant as an educator of home economics at Oxford Junior High School in 1973, upon receiving a baccalaureate degree from the University of Mississippi in secondary education studies, Mrs. Guice subsequently taught science at Biloxi High School, before later acquiring employment with the University of Mississippi in 1983 and there embarked upon her prosperous journey of professional success; and

     WHEREAS, equipped with her bachelor's degree, a master's of science in communication from the University of Southern Mississippi (USM) and 12 hours of doctoral studies in communication from USM, Mrs. Guice, throughout the course of employment with the University of Mississippi, contributed substantially to development and administration of the duties and responsibilities associated with her role as a Regional Admissions Counselor, including having:  recruited students in a five-state region to the university for more than 25 years; developed a marketing strategy tailored to academically talented prospective students; counseled students and parents through the college search process, effectively lobbying on their behalf in their pursuit of academic scholarships; demonstrated ability to work independently in a remote office supported by telecommunications with the main campus and over 500 high schools in the five-state region; compiled expansive knowledge based on all historical facts and technical details of the university's more than 100 academic areas; developed the model for training new Regional Admissions Counselors at the university; and presented a public image of Ole Miss as one of the great American public universities, effectively voicing this message on the Mississippi Gulf Coast and adjacent regions ranging from Miami to Dallas; and

     WHEREAS, the legacy of Mrs. Guice's employment is highly decorated with numerous accolades, commendations and awards for her unrelenting and matchless efforts to promote the operations and programs of the university, but perhaps the most notable commendation would be the promotion received to serve as the Executive Director of the Mississippi Rural Physicians Scholarship Program at the University of Mississippi Medical Center in 2007; and

     WHEREAS, in the fulfillment of her role as executive director, Mrs. Guice, with the cooperation of the University of Mississippi School of Medicine, developed the policy and procedures for the administration of a $1.62 million scholarship program, developed the scholarship program's admission standards and designed academic enrichment activities and created four two-day experiential Medical Encounters for the innovative two-year pre-matriculation phase of the scholarship program; and

     WHEREAS, under Mrs. Guice's leadership as the driving force behind its operations, the Mississippi Rural Physicians Scholarship Program pre-matriculation module was recognized by the American Academy of Family Physicians Foundation as "Best Program in America" in 2010, has been featured on National Public Broadcasting, the American Academy of Family Physicians "News Now," local radio programs and numerous Mississippi newspapers, has awarded a total of $4,710,000 in scholarships since 2008, has fostered private scholarship funding for four annual awards and currently has one physician in private practice, one in fellowship training, 12 residents, 54 medical scholars and 35 pre-matriculates; and

     WHEREAS, establishing a benchmark for excellence by which her children could pattern their own lives of academic and professionalism, Mrs. Guice aspired to achieve a reputable rapport in life and career from the inspiration, love and support received in every endeavor from her husband, former State Representative and current Deputy Director of the Mississippi Department of Marine Resources, Honorable Danny D. Guice, Jr., and two sons, Daniel III and Nicholas; and

     WHEREAS, it is the policy of the House of Representatives to recognize the significant professional achievements and stellar employment career of such zealously devoted public servants such as Mrs. Guice, whose commitment to public service, ethic of hard work and diligence has been of great benefit to the State of Mississippi and source of aid for all those who rely on the programs for which she has worked:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby commend the dedicated service and stellar career of Mrs. Janie Bertrand Guice, congratulate her upon the occasion of her retirement after 36 years of dedicated public service, for her distinguished career and meritorious commitment to the University of Mississippi, and extend best wishes for continued success in all her future endeavors as she enjoys the lighter days of her retirement.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Mrs. Janie Guice and to the members of the Capitol Press Corps.
