By: Representative Miles

House Concurrent Resolution 73

(As Adopted by House and Senate)

A CONCURRENT RESOLUTION TO COMMEND AND CONGRATULATE MS. LISAANN REDD, MS. WHEELCHAIR MISSISSIPPI 2016, UPON WINNING THE COVETED CROWN AND EXPRESS DEEPEST WISHES FOR CONTINUED SUCCESS IN ALL OF HER FUTURE ENDEAVORS.

WHEREAS, on Saturday, March 12, 2016, at Madison Central High School in Madison, Mississippi, Ms. LisaAnn Redd of Vicksburg, Mississippi, was crowned with the sparkling tiara and handed beautiful roses, becoming Ms. Wheelchair Mississippi 2016, in front of the crowded Madison Central auditorium that erupted in a thundering applause when the emcee announced her name; and

WHEREAS, to participate in the Ms. Mississippi Wheelchair pageant, which is nearly 5 years old, contestants had to be 21 years of age or older and a fulltime wheelchair operator, and the actual pageant consisted of a formal wear competition, a two-minute platform speech and an interview question; and

WHEREAS, as the reigning queen, Ms. Redd had two planned speaking engagements and competed at the national competition, Ms. Wheelchair America, in August 2016 in Grand Rapids, Michigan, and while she did not broaden her reign as Ms. Wheelchair America 2016, she represented the talents, traits and hospitality of a true Mississippian at the pageant, wowing the audience with her personality and passion; and

WHEREAS, during the Mississippi pageant, which she only entered after a little persuasion from a family friend, LisaAnn Redd shined like the brilliant star she is and truly brought illumination to her platform, the lack of accessibility on school playgrounds; and

WHEREAS, Ms. Wheelchair Mississippi 2016 focuses her platform efforts on ensuring that each playground has a piece of equipment that children in wheelchairs can play on, so they can join in the fun and camaraderie instead of just gazing longingly as their friends enjoy the park; and

WHEREAS, after graduating from Warren Central High School, Ms. Redd received her undergraduate and master's degrees in special education from the University of Southern Mississippi, and as a teacher for 10 years and a current teacher at Morton Elementary School, Ms. Redd's platform is very near and dear to her heart, as she has witnessed many children unable to play with their peers on the playground; and

WHEREAS, Ms. Redd truly enjoyed her time with the Mississippi pageant as well as the national pageant, as she was forced outside of her comfort zone but also had the opportunity to meet a diverse array of people, and now that her time as queen is winding down, she plans to continue promoting her platform and write a children's book; and

WHEREAS, it is the policy of this Legislature to recognize and honor fine Mississippians such as Ms. LisaAnn Redd, a young woman who exudes poise, class and a tender heart, and serves as an asset and wonderful role model to young girls throughout the great Magnolia State and the nation, with her attitude, determination and professionalism that bring honor to her and the State of Mississippi:

NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, THE SENATE CONCURRING THEREIN, That we do hereby commend and congratulate Ms. LisaAnn Redd, Ms. Wheelchair Mississippi 2016, upon winning the coveted crown and express deepest wishes for continued success in all of her future endeavors.

BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Ms. LisaAnn Redd and to the members of the Capitol Press Corps.
