House Bill 987

AN ACT TO PROVIDE THAT AT REGISTRATION RENEWAL OF A MOTOR VEHICLE, THE OWNER OR LESSEE OF A MOTOR VEHICLE MAY INFORM THE TAX COLLECTOR THAT HE OR SHE, OR SOMEONE WHO MAY BE OPERATING THE VEHICLE, IS DEAF OR HARD OF HEARING AND REQUEST THAT INFORMATION BE INCLUDED IN THE MISSISSIPPI TITLE/REGISTRATION NETWORK SYSTEM DATABASE TO ASSIST LAW ENFORCEMENT IN IDENTIFYING THE OPERATOR OF THE VEHICLE AS POSSIBLY BEING DEAF OR HARD OF HEARING; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  At the time of initial application for registration or application for renewal of a motor vehicle, the owner or lessee of a motor vehicle may inform the tax collector that he or she, or someone who may be operating the vehicle, is deaf or hard of hearing and request that information be included in the Mississippi title/registration network system database to assist law enforcement in identifying the operator of the vehicle as possibly being deaf or hard of hearing.

     (2)  The Department of Revenue and Department of Public Safety shall promulgate rules, jointly or separately, necessary to implement this section.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2018.
