House Bill 787
AN ACT TO REQUIRE APPROVAL BEFORE OPERATING A SHOOTING RANGE WITHIN CLOSE PROXIMITY OF A CHURCH; AND FOR RELATED PURPOSES.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:
SECTION 1. (1) Any sport-shooting range of which any part is operated within one thousand five hundred (1500) feet of an organized church shall petition such church for approval to operate the shooting range prior to commencing operations. Approval of the shooting should be granted by the church unless there is a good-faith basis to deny the petition, including, but not limited to, concerns related to the safety of the congregation or noise. The decision to approve or disapprove of the range shall be made by the leader of the church.
(2) For the purpose of this section, "sport-shooting range" means an area designed and operated for the use of rifles, shotguns, pistols, silhouettes, skeet, trap, black powder or any other similar sport shooting.
(3) This section shall only apply to sport-shooting ranges that were not fully operational before July 1, 2015.
(4) This section shall only apply in a county wherein Mississippi Highway 16 intersects with both Mississippi Highway 25 and Mississippi Highway 35.
SECTION 2. This act shall take effect and be in force from and after July 1, 2016.
