MISSISSIPPI LEGISLATURE

House Bill 758

AN ACT TO CREATE THE PUBLIC FACILITY ALTERNATIVE ENERGY TASK FORCE; TO PROVIDE THE MEMBERSHIP AND ORGANIZATION OF THE TASK FORCE; TO PROVIDE THE DUTIES OF THE TASK FORCE; TO REQUIRE A REPORT TO THE LEGISLATURE; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  There is created the Public Facility Alternative Energy Task Force which shall be a joint legislative task force composed of the following members:

          (a)  The Chairman of the House Public Utilities Committee;

          (b)  The Chairman of the Senate Energy Committee;

          (c)  Three (3) members appointed by the Speaker of the House of Representatives; and

          (d)  Three (3) members appointed by the Lieutenant Governor.

     (2)  At its first meeting, which shall be called by the Speaker of the House of Representatives and the Lieutenant Governor not later than July 1, 2015, the task force shall elect a chairman and vice chairman from its membership and shall adopt rules for transacting its business and keeping records.  Members of the task force shall receive the expense allowance provided for in Section 5-1-47.

     (3)  The duties of the task force shall be to:

          (a)  Make a comprehensive study of the opportunities to use alternative energy, primarily wind and solar, to reduce the cost of utilities for state buildings, state institutions of higher learning facilities and community and junior college facilities;

          (b)  Gather information from experts in the area of alternative energy; and

          (c)  Report to the Legislature by December 1, 2015, its recommendations for possible changes in state law.

     (4)  The House Public Utilities Committee and Senate Energy Committee shall provide staff to assist the task force in carrying out its duties under this act.

     SECTION 2.  This act shall take effect and be in force from and after passage.
