MISSISSIPPI LEGISLATURE

AN ACT TO AMEND SECTION 25-9-117, MISSISSIPPI CODE OF 1972, TO CREATE A PERSONNEL STRATEGIC PLANNING COUNCIL FOR THE STATEWIDE PERSONNEL SYSTEM; TO ESTABLISH THE DUTIES OF THE COUNCIL AND ITS REPORTING RESPONSIBILITIES; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  Section 25-9-117, Mississippi Code of 1972, is amended as follows:

     25-9-117.  (1)  (a)  There is created the Mississippi Personnel Strategic Planning Council, which shall consist of two (2) members of the State Personnel Board appointed by the Chair of the State Personnel Board and two (2) agency personnel directors appointed by the Executive Director of the Department of Finance and Administration.

          (b)  The Strategic Planning Council shall be responsible for the following functions, which shall be performed annually:

              (i)  Review of the agency mission, and vision statements, organizational objectives and goals, and all performance indicators;

              (ii)  Review of agency feedback mechanisms to insure that the agency is collecting the necessary information to determine if it is achieving its goals and objectives;

              (iii)  Review of the political, social and economic environment to determine what trends create threats and opportunities for personnel management in the upcoming years; and

              (iv)  Recommendations to the State Personnel Board on any revisions that should be made to the agency strategic plan, and any revisions that should be made in the statutes to facilitate improvements in the administration of personnel in Mississippi.

          (c)  In carrying out these responsibilities, the council may consult with experts if necessary to determine the best practices for conducting the strategic planning effort.

          (d)  The council shall report its findings to the State Personnel Board annually in time for the board to consider including the findings into the agency's annual strategic plan.

     (2)  (a)  In addition to the Strategic Planning Council established in subsection (1) of this section, there       is * * * created and established the Mississippi Personnel Advisory Council, which shall consist of the personnel directors of five (5) major state agencies to be appointed by the Governor.  Members of the council shall serve for a term concurrent with that of the Governor.

          (b)  It is made the duty of the Mississippi Personnel Advisory Council and it is * * * granted the authority to:

              (i)  Advise the State Personnel Board in the development of comprehensive policies and programs for the improvement of public employment in the state;

              (ii)  Assist in the formulation of rules, regulations and standards relating to the state personnel system; and

              (iii)  Assist in the promotion of public understanding of the purposes, policies and practices of the state personnel system.

     (3)  Members of the councils created by this section shall receive no compensation, but shall be reimbursed for their actual and necessary expenses, including food, lodging and mileage as authorized by Section 25-3-41, required for attendance at council meetings.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2011.
