AN ACT TO AMEND SECTION 37-177-19, MISSISSIPPI CODE OF 1972, TO PROVIDE THAT THE TRAINING PROVIDED TO SCHOOL DISTRICTS BY THE STATE DEPARTMENT OF EDUCATION UNDER THE LITERACY-BASED PROMOTION ACT SHALL INCLUDE THE LANGUAGE ESSENTIALS FOR TEACHERS OF READING AND SPELLING (LETRS) OR OTHER APPROVED TRAINING PROGRAM; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  Section 37-177-19, Mississippi Code of 1972, is amended as follows:

     37-177-19.  (1)  The State Board of Education shall adopt such policies, rules and regulations as may be necessary for the implementation of this chapter.

     (2)  The State Department of Education shall provide such technical assistance and training of teachers/administrators as may be needed to aid local school districts in administering the provisions of this chapter.  The training shall include the Language Essentials for Teachers of Reading and Spelling (LETRS) or any training program approved by the department.  The department shall also establish a procedure by which school districts may submit application and any necessary materials of a comparable alternative training program for use by the district to the department for approval.  However, if the department approves a district's request for the use of a comparable alternative training program, the school district shall be responsible for the payment of all costs associated with such training program until such time that the department deems it appropriate to adopt such program for use by the entire state.

     (3)  Each local school district must include provisions required by this chapter as an addition to the district's published handbook of policy for employees and students beginning in school year 2013-2014.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2016.
