House Bill 382

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1.  This act shall be known and may be cited as "The Alexander Blouin Mississippi 911 Reporting Act."

SECTION 2.  The Legislature finds the following:

          (a)  A person's ability to dial 911 in an emergency situation is an invaluable right and a lifesaving service; and

          (b)  Because an estimated 240 million calls are made to 911 in the United States each year, millions of lives have been saved through the 911 emergency communication reporting service.

SECTION 3.  (1)  An employee of an agency, business, school or other organization within the State of Mississippi may dial 911 in an emergency situation without being required to first contact a supervisor.  The agency, business, school or other organization shall not terminate or otherwise punish the employee who dialed 911 in an emergency situation without first contacting a supervisor.

     (2)  An employer shall provide the provisions of this section to each employee.

     (3)  Failure to comply with the provisions of this act is punishable, upon conviction, by a fine not to exceed Five Thousand Dollars ($5,000.00) or by imprisonment for a period of time not to exceed one (1) year, or by both such fine and imprisonment. Conviction of any subsequent offense under this section is punishable by a fine not to exceed Ten Thousand Dollars ($10,000.00) or by imprisonment for a period of time not to exceed three (3) years, or by both such fine and imprisonment.
