AN ACT MAKING AN APPROPRIATION TO THE MISSISSIPPI COMMUNITY COLLEGE BOARD FOR THE PURPOSE OF FUNDING THE "PLAN OF ACTION TO ADDRESS THE PREVENTION OF UNINTENDED PREGNANCIES AMONG 18 AND 19 YEAR OLDS" SUBMITTED TO THE LEGISLATURE BY THE COMMISSIONER OF HIGHER EDUCATION AND THE EXECUTIVE DIRECTOR OF THE MISSISSIPPI COMMUNITY COLLEGE BOARD FOR THE FISCAL YEAR 2016.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1.  The following sum, or so much of it as may be necessary, is appropriated out of any money in the State General Fund not otherwise appropriated, to the Mississippi Community College Board for the purpose of funding the "Plan of Action to Address the Prevention of Unintended Pregnancies Among 18 and 19 Year Olds" submitted to the Legislature by the Commissioner of Higher Education and the Executive Director of the Mississippi Community College Board as required by Senate Bill No. 2563, 2014 Regular Session, for the fiscal year beginning July 1, 2015, and ending June 30, 2016............................... $840,000.00.

     SECTION 2.  Of the money appropriated by Section 1 of this act, the board shall provide the sum of $56,000.00 to each of the fifteen (15) community and junior colleges to implement the Plan of Action referred to in Section 1 at each respective college, subject to the following conditions:

          (a)  Because the leaders of each college have unique specific knowledge about the college's facilities and resources, each college must provide to the board and to the Legislature a detailed plan on how the college plans to spend the money to implement the Plan of Action at the college before the board may provide the money to the college; and

          (b)  Each college must agree to track the expenditures of the money for a period of three (3) fiscal years to determine whether there is a positive outcome in preventing unintended pregnancies among 18 and 19 year olds attending the college as a result of the expenditures of the money.

     SECTION 3.  The money appropriated by this act shall be paid by the State Treasurer out of any money in the State General Fund not otherwise appropriated, upon warrants issued by the State Fiscal Officer; and the State Fiscal Officer shall issue his warrants upon requisitions signed by the proper person, officer or officers in the manner provided by law.

     SECTION 4.  This act shall take effect and be in force from and after July 1, 2015.
