House Bill 1660

AN ACT MAKING AN APPROPRIATION TO THE BOARD OF TRUSTEES OF STATE INSTITUTIONS OF HIGHER LEARNING FOR THE PURPOSE OF CONSTRUCTING A FOOTBALL STADIUM FOR JACKSON STATE UNIVERSITY AT A DOWNTOWN SITE IN THE CITY OF JACKSON, FOR THE FISCAL YEAR 2023; TO REQUIRE MATCHING FUNDS FOR STADIUM CONSTRUCTION FROM PRIVATE, LOCAL AND/OR FEDERAL SOURCES EQUAL TO THE AMOUNT OF ANY EXPENDITURE OF THE FUNDS APPROPRIATED BY THIS ACT.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1.  The following sum, or so much of it as may be necessary, is appropriated out of any money in the State General Fund not otherwise appropriated, to the Board of Trustees of State Institutions of Higher Learning for the purpose of constructing a football stadium for Jackson State University at a downtown site in the City of Jackson, Mississippi, subject to the provisions of Section 2 of this act, for the fiscal year beginning July 1, 2022, and ending June 30, 2023. $ 40,000,000.00.

     SECTION 2.  Before the board of trustees may expend any of the funds appropriated by Section 1 of this act, the board of trustees must have received proof that an amount of funds from private, local and/or federal sources equal to the amount of the expenditure by the board of trustees has been irrevocably dedicated to assist in paying the cost of constructing a football stadium for Jackson State University.

     SECTION 3.  The money appropriated by this act shall be paid by the State Treasurer out of any money in the State General Fund not otherwise appropriated, upon warrants issued by the State Fiscal Officer; and the State Fiscal Officer shall issue his or her warrants upon requisitions signed by the proper person, officer or officers in the manner provided by law.

     SECTION 4.  This act shall take effect and be in force from and after July 1, 2022.
