AN ACT TO AUTHORIZE THE YOUTH COURT TO ORDER THE PARENTS OR GUARDIANS OF CERTAIN YOUTH APPEARING BEFORE THE COURT TO ATTEND PARENTING CLASSES; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  The youth court is authorized to order the parents or legal guardians of a child appearing before the court to attend parenting classes, when the child is before the court for the following reasons:

          (a)  The child has committed a delinquent act;      

          (b)  The child is in need of supervision; or

          (c)  The child is abused and/or neglected.

     (2)  In addition to the authority granted in subsection (1) of this section, the youth court is further authorized to order the parents or legal guardians of a child to attend parenting classes if the child is appearing before the court for a second time for committing acts of delinquency.

     (3)  The parenting classes authorized in this section shall be conducted by a trained and certified facilitator in the area of parenting.

     (4)  A youth court entering an order, as authorized in this section, may assess a fee of not less than Ten Dollars ($10.00) but not more than Twenty Dollars ($20.00) per class for the parents or guardians ordered to take such classes.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2010.
