AN ACT MAKING AN ADDITIONAL APPROPRIATION OF CAPITAL EXPENSE FUNDS AND SPECIAL FUNDS TO DEFRAY THE EXPENSES OF THE DEPARTMENT OF FINANCE AND ADMINISTRATION FOR FISCAL YEARS 2014 AND 2015; THE WIRELESS COMMUNICATIONS COMMISSION FOR FISCAL YEARS 2014 AND 2015; THE OFFICE OF THE ATTORNEY GENERAL FOR CERTAIN LEGAL EXPENSES, JUDGMENTS, AND SETTLEMENTS FOR FISCAL YEAR 2014; THE DEPARTMENT OF REVENUE FOR FISCAL YEAR 2014; THE DEPARTMENT OF CORRECTIONS FOR FISCAL YEARS 2014 AND 2015; THE FORESTRY COMMISSION FOR FISCAL YEAR 2014; THE OFFICE OF THE GOVERNOR-DIVISION OF MEDICAID FOR FISCAL YEAR 2014; THE STATE SUPREME COURT ADMINISTRATIVE OFFICE OF COURTS FOR FISCAL YEARS 2014 AND 2015; THE CHARTER SCHOOL AUTHORIZER BOARD OF THE ADMINISTRATIVE OFFICES OF IHL FOR FISCAL YEARS 2014 AND 2015; THE DEPARTMENT OF MENTAL HEALTH FOR FISCAL YEAR 2014; THE DEPARTMENT OF INSURANCE FOR THE RURAL FIRE TRUCK ACQUISITION ASSISTANCE PROGRAM AND/OR THE SUPPLEMENTAL RURAL FIRE TRUCK FUND FOR FISCAL YEARS 2014 AND 2015; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the Capital Expense Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Department of Finance and Administration for the period beginning upon the passage of this act and through June 30, 2015..............

............................................ $     5,026,869.00.

     This additional appropriation is made for the purpose of purchasing property insurance on state property as required by the Stafford Act, Section 311, Paragraph 5154 and 44 CFR 206.252 and 206.253.

SECTION 2.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the Capital Expense Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Wireless Communication Commission for the period beginning upon the passage of this act and through June 30, 2015 $    5,118,000.00.

     This additional appropriation is made to ensure the commission provides the services prescribed by Section 25-53-171, Mississippi Code of 1972.

SECTION 3.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the Capital Expense Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of paying for certain outside legal assistance, expert witness fees, court fees, judgments and settlement agreements incurred by the Office of the Attorney General for the period beginning upon passage of this act and through the fiscal year ending June 30, 2014...................

     Of the funds appropriated in this section, the following amounts are provided:

SECTION 4.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the Capital Expense Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of Department of Revenue for the period beginning upon passage and through the fiscal year ending June 30, 2014........... $    500,000.00.

This additional appropriation is made for the purpose of supporting the operations of the Department of Revenue.

SECTION 5.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary is appropriated out of any money in the special fund in the State Treasury to the credit of the Mississippi Department of Revenue which are collected by or otherwise become available for the purpose of defraying the expenses of the department for the period beginning upon passage and through fiscal year ending June 30, 2014........................ $     1,345,765.00.

     This additional appropriation is made for the purpose of defraying any expenses related to the relocation into the new Department of Revenue State Office facility.

SECTION 6.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the Capital Expense Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Department of Corrections for the period beginning upon the passage of this act and through June 30, 2015.......... $    30,000,000.00.

This additional appropriation is made for the purpose of supporting the operations of the Department of Corrections.

SECTION 7.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the Capital Expense Fund, and allocated in a manner as determined by the Treasurer's Office, not otherwise appropriated to defray the expenses of the Forestry Commission for the period beginning upon passage of this act and through the fiscal year ending

June 30, 2014................................ $      382,000.00.

This additional appropriation is made for the operations of the Forestry Commission.

SECTION 8.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the Capital Expense Fund, and allocated in a manner as determined by the Treasurer's Office to defray the expenses of the Office of the Governor-Division of Medicaid for the period beginning upon passage of this act and through the fiscal year ending June 30, 2014.......................................... $      50,000,000.00.

     This additional appropriation is made for the purpose of supporting the operations of the Office of the Governor-Division of Medicaid.

SECTION 9.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money in the State Treasury to the credit of the Governor's Office-Division of Medicaid which is comprised of special source funds collected by or otherwise available to the division, for the purpose of providing medical assistance under the Mississippi Medicaid Law and defraying the expenses of the administration of such law, for the period beginning upon passage of this act and ending June 30, 2014...................

     The purpose of this additional appropriation is to provide the authority to expend any matching Medicaid funds that become available.

SECTION 10.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the Capital Expense Fund, and allocated in a manner as determined by the Treasurer's Office to defray the expenses of the State Supreme Court for the period beginning upon passage of this act and through the fiscal year ending June 30, 2015...............

........................................... $      2,700,000.00.

This additional appropriation is made to defray the cost of the Administrative Office of Courts and Court Reporters for the operations of the Drug Treatment Court Programs.

SECTION 11.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary, is appropriated out of any money to the credit of the Capital Expense Fund, and allocated in a manner as determined by the Treasurer's Office to defray the expenses of the administrative offices of the State Institutions of Higher Learning for the period beginning upon the passage of this act

and through June 30, 2015................... $       250,000.00.

This additional appropriation is made for the purpose of defraying the costs of general operation of the Charter School Authorizer Board created in the "Mississippi Charter Schools Act of 2013."

SECTION 12.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary is appropriated out of any money to the credit of the Capital Expense Fund, and allocated in a manner as determined by the Treasurer's Office, to defray the expenses of the Department of Mental Health, for the period beginning upon passage and through fiscal year ending June 30, 2014.......................

     This additional appropriation is made for the purpose of preventing a deficit, which would otherwise occur.

SECTION 13.  In addition to all other sums herein appropriated, the following sum, or so much thereof as may be necessary is appropriated out of any funds in the State Treasury to the credit of the Department of Insurance, which is comprised of any special funds collected by or otherwise available to the department, to the Department of Insurance to be provided for the Rural Fire Truck Acquisition Assistance Program and/or the Supplemental Rural Fire Truck Fund, for the period beginning upon passage of this act and through the fiscal year ending June 30, 2015    $     4,000,000.00.

     SECTION 14.  The money herein appropriated shall be paid by the State Treasurer out of any money in the proper fund or funds as set forth in this act, upon warrants issued by the State Fiscal Officer; and the State Fiscal Officer shall issue his warrants upon requisitions signed by the proper person, officer or officers in the manner provided by law.

     SECTION 15.  This act shall take effect and be in force from and after its passage and through the fiscal year ending June 30, 2014, except for Section 1, Section 2, Section 6, Section 10, Section 11, and Section 13, which shall take effect and be in force from and after passage of this act and through the fiscal year ending June 30, 2015.
