MISSISSIPPI LEGISLATURE

House Bill 1200

AN ACT TO CREATE THE MISSISSIPPI ANTI-CORRUPTION TASK FORCE; TO SPECIFY THE DUTIES OF THE TASK FORCE; AND FOR RELATED PURPOSES.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  (1)  There is created the Mississippi Anti-Corruption Task Force which shall be composed of (11) members as follows:

          (a)  The Chairman of the House of Representatives Committee on Accountability, Efficiency and Transparency, or his or her designee;

          (b)  The Chairman of the Senate Committee on Accountability, Efficiency and Transparency, or his or her designee;

          (c)  Two (2) individuals from the Mississippi Office of the State Auditor;

          (d)  One (1) individual from the Mississippi Department of Corrections;

          (e)  One (1) individual from the Attorney General's Office;

          (f)  One (1) individual from the Joint Committee on Performance Evaluation and Expenditure Review as determined by the committee, or his or her designee;

          (g)  One (1) licensed attorney appointed by the Governor;

          (h)  One (1) district attorney appointed by the Governor;

          (i)  One (1) member of the Mississippi House of Representatives appointed by the Speaker;

          (j)  One (1)  member of the Mississippi Senate appointed by the Lieutenant Governor; 

     (2)  At its first meeting, the task force shall elect a chairman and vice chairman from its membership and shall adopt rules for transacting its business and keeping records.  Members of the task force shall receive a per diem in the amount provided in Section 25-3-69 for each day engaged in the business of the task force.  Members of the task force, other than the legislative members, shall receive reimbursement for travel expenses incurred while engaged in official business of the task force in accordance with Section 25-3-41 and the legislative members of the task force shall receive the expense allowance provided for in Section 5-1-47.

     (3)  The duties of the task force shall be to:

          (a)  Make a comprehensive study of the problems related to the corruption of state officials and employees;

          (b)  Examine and study approaches taken by other states in the implementation of anti-corruption measures; and

          (c)  Place a special emphasis on providing a framework whereby municipalities, counties and agencies may receive advice on how to avoid corruption within their respective organizations.

     SECTION 2.  This act shall take effect and be in force from and after July 1, 2016.
