     AMEND line 14 by striking the word "mandatory" and insert in lieu thereof:

     FURTHER, AMEND by striking lines 26 and 27.

     FURTHER, AMEND by striking lines 32 through 35 in their entirety, and by striking "(1)" on line 12 and by renumbering paragraphs as subsections.

     FURTHER, AMEND the title to conform.
