AN ACT

To amend chapter 172, RSMo, by adding thereto one new section relating to the Missouri jobs for education program.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 172, RSMo, is amended by adding thereto one new section, to be known as section 172.960, to read as follows:

            172.960. 1. There is hereby established the "Missouri Jobs for Education Program" at the University of Missouri. The program is established for the purpose of providing tuition credits to award business owners and companies responsible for the creation of new jobs in the state. Tuition credits awarded under this section entitle the credit holder to one year of free tuition at any campus of the University of Missouri.

            2. Under the Missouri jobs for education program, business owners and companies may apply for tuition credits, redeemable for study at any University of Missouri campus. A qualifying business owner or company shall receive one tuition credit for every five qualifying new jobs created. In order to qualify for a tuition credit under this section, the new job shall:

            (1) Pay wages that meet or exceed the county average wage; and

            (2) Be maintained for at least one year before the claimant is eligible to receive the tuition credit.

            3. Tuition credits awarded under this section may be used by employees of the business owner or company and by any relatives of the business owner. Tuition credits received shall expire if not used within ten years of the date awarded.

            4. In order to claim a tuition credit under this section, the business owner or company shall provide proof of the new job or jobs created, and with such proof shall provide payroll records to verify the wage and the year requirement for each new job created.

            5. The University of Missouri Board of Curators may appoint a person or persons to administer the program established in this section and to create any rules or regulations relating to the implementation of the program.

            6. Under section 23.253 of the Missouri sunset act:

            (1) The provisions of the new program authorized under this section shall automatically sunset six years after the effective date of this section unless reauthorized by an act of the general assembly; and

            (2) If such program is reauthorized, the program authorized under this section shall automatically sunset twelve years after the effective date of the reauthorization of this section; and

            (3) This section shall terminate on September first of the calendar year immediately following the calendar year in which the program authorized under this section is sunset.
