AN ACT

To amend chapter 21, RSMo, by adding thereto one new section relating to a joint committee on disaster funding.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 21, RSMo, is amended by adding thereto one new section, to be known as section 21.495, to read as follows:

            21.495. 1. There is hereby established a permanent joint committee of the general assembly to be known as the "Joint Committee on Disaster Funding" to be comprised of five members of the senate appropriations committee and five members of the house of representatives budget committee. The senate members shall be appointed by the president pro tem of the senate and the house members shall be appointed by the speaker of the house. No majority party shall be represented on the committee by more than three members from the senate nor by more than three members from the house.

            2. (1) The joint committee on disaster funding shall meet and organize by selecting co-chairs, one of whom shall be a member of the senate and the other a member of the house of representatives.

            (2) The meetings of the joint committee shall be in Jefferson City, Missouri, and after its inception and organization it shall meet at the call of the co-chairs.

            (3) A majority of the members of the joint committee shall constitute a quorum.

            (4) The members of the joint committee shall serve without compensation but may be reimbursed for actual and necessary expenses incurred in the performance of their official duties.

            3. The purpose of the joint committee on disaster funding shall be to oversee the expenditure of any moneys for disaster recovery appropriated from the budget reserve fund under article IV, section 27(a) of the Missouri Constitution, authorized by executive order, or otherwise authorized by law.

            4. During any calendar year in which moneys are appropriated and expended as described in subsection 3 of this section, the joint committee shall compile a full report of its activities for submission to the general assembly on or before January fifteenth of the immediately succeeding calendar year.
