AN ACT

To amend chapter 37, RSMo, by adding thereto one new section relating to the Missouri accountability portal.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 37, RSMo, is amended by adding thereto one new section, to be known as section 37.855, to read as follows:

            37.855. 1. The office of administration shall maintain public school accountability information on the Missouri accountability portal established under section 37.850. The Missouri accountability portal shall provide public access to a complete, transparent, and comprehensive database of school district and charter school financial and policy information as a means of creating better public understanding of public school policies, practices, and operations.

            2. The department of elementary and secondary education shall collect and transmit, to the office of administration, the public information applicable to all public schools as provided in this section.

            3. School districts and public charter schools shall annually provide the department with detailed compensation information for all school employees including the adopted salary schedules with the number of employees in the various subcategories of the schedules, all extra duty compensation, all employee benefits, the school calendar, the district budget, and local school board or public charter school policies. School districts and charter schools shall provide all information required under this subsection to the department in electronic form in a commonly-used electronic format specified by the department.

            4. The department shall establish clear standards for public school budget format and detail, to ensure that all school district and charter school budgets contain all necessary information and present the information according to consistent reporting standards.
