AN ACT

To amend chapter 162, RSMo, by adding thereto two new sections relating to school administrators.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 162, RSMo, is amended by adding thereto two new sections, to be known as sections 162.206 and 162.207, to read as follows:

            162.206. Notwithstanding any other provision of law, no payment of any professional organization membership dues of any school administrator or superintendent shall be made from the incidental fund or teachers fund of any school district.

            162.207. 1. No school district shall enter into a new contract or a contract renewal with a superintendent after August 28, 2014, that provides a salary for the superintendent that is in excess of the salary of the commissioner of education as reported in the latest available edition of the Official Manual, State of Missouri.

            2. Any taxpayer of the school district shall have standing to bring a cause of action for a violation of this section.
