AN ACT

To amend chapter 33, RSMo, by adding thereto one new section relating to the state budget.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 33, RSMo, is amended by adding thereto one new section, to be known as section 33.283, to read as follows:

            33.283. Beginning January 1, 2013, in conjunction with the submission of the state budget under this chapter, each department shall submit a budget analysis of all existing and proposed expenditures for the two next fiscal years beginning after the submission of the budget analysis required under this section. The budget analysis shall be itemized, and shall be prepared using zero-based budgeting principles. The budget analysis shall be submitted to the chair of the house budget committee and the chair of the senate appropriations committee by January first of each odd-numbered year.
