Sec. 2. ENERGY FINANCE APPROPRIATIONS.
1.14    The sums shown in the columns marked "Appropriations" are appropriated to the
1.15agencies and for the purposes specified in this act. The appropriations are from the general
1.16fund, or another named fund, and are available for the fiscal years indicated for each
1.17purpose. The figures "2012" and "2013" used in this act mean that the appropriations
1.18listed under them are available for the fiscal year ending June 30, 2012, or June 30, 2013,
1.19respectively. "The first year" is fiscal year 2012. "The second year" is fiscal year 2013.
1.20"The biennium" is fiscal years 2012 and 2013. Appropriations for the fiscal year ending
1.21June 30, 2011, are effective the day following final enactment.

Sec. 5. TRANSFERS IN
2.28(a) The commissioner of management and
2.29budget shall transfer $500,000 the first year
2.30and $500,000 the second year to the general
2.31fund from the telephone assistance program
2.32established in Minnesota Statutes, section
2.33237.69.
3.1(b) The remaining balance in the second year
3.2of the appropriation in Laws 2007, chapter
3.357, article 2, section 3, subdivision 6, for
3.4biogas recovery facilities, estimated to be
3.5$420,000, is canceled to the general fund.
3.6(c) The remaining balance of the
3.7appropriation in Laws 2007, chapter 57,
3.8article 2, section 3, subdivision 6, clause
3.9(7), as amended by Laws 2008, chapter 340,
3.10section 5, for the Greenhouse Gas Advisory
3.11Group, estimated to be $7,000, is canceled to
3.12the general fund.
3.13(d) $1,100,000 in the second year is
3.14transferred from the telecommunications
3.15access Minnesota fund established in
3.16Minnesota Statutes, section 237.52, to the
3.17general fund.
3.18(e) In the first year, the remaining balance of
3.19the appropriation in Laws 2007, chapter 57,
3.20article 2, section 3, subdivision 6, clause (5),
3.21for the hydrogen roadmap project, estimated
3.22to be $280,000, is canceled to the general
3.23fund.
3.24(f) The remaining balance of the
3.25appropriation in Laws 2008, chapter 363,
3.26article 6, section 3, subdivision 4, for
3.27renewable grants, estimated to be $368,000,
3.28is canceled to the general fund.
3.29(g) The remaining balance of the
3.30appropriation in Laws 2008, chapter 363,
3.31article 6, section 3, subdivision 4, for the
3.32green economy projects, estimated to be
3.33$59,000, is canceled to the general fund.
3.34(h) The remaining balance of the
3.35appropriation in Laws 2007, chapter 57,
4.1article 2, section 3, subdivision 6, clause
4.2(4), for automotive technology projects,
4.3estimated to be $22,000, is canceled to the
4.4general fund.
4.5(i) The remaining balance of the appropriation
4.6in Laws 2008, chapter 37, article 2, section
4.713, paragraph (b), clauses (1) and (2), for
4.8renewable energy and energy efficiency
4.9projects, estimated to be $600,000, is
4.10canceled to the general fund.

Sec. 6. TELECOMMUNICATIONS ACCESS

4.13In addition to the appropriation authorized
4.14in Minnesota Statutes, section 237.52,
4.15$400,000 the first year and $400,000 the
4.16second year are onetime appropriations from
4.17the telecommunications access Minnesota
4.18fund as follows:
4.19(1) $230,000 each year is to the Office of
4.20Enterprise Technology for coordinating
4.21technology accessibility and usability;
4.22(2) $20,000 each year is to the Commission
4.23of Deaf, DeafBlind and Hard of Hearing
4.24Minnesotans to provide information on their
4.25Web site in American Sign Language and to
4.26provide technical assistance to state agencies;
4.27and
4.28(3) $150,000 each year is to the Legislative
4.29Coordinating Commission to provide
4.30captioning of live streaming of legislative
4.31activity on the commission's Web site and
4.32for a consolidated access fund for other state
4.33agencies.

4.34    Sec. 7. COMMUNITY ENERGY ACTIVITIES; ASSESSMENT AND GRANT.
5.1The commissioner of commerce shall grant $500,000 in the fiscal year ending June
5.230, 2012, from assessments made under Minnesota Statutes, section 216B.241, subdivision
5.31e, for the purpose of community energy technical assistance and outreach on renewable
5.4energy and energy efficiency as described in Minnesota Statutes, section 216C.385.
