1.2relating to natural resources; establishing the Coon Rapids Dam Commission;
1.3providing appointments; appropriating money for predesign and design of
1.4improvements to the Coon Rapids Dam.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. COON RAPIDS DAM COMMISSION.
1.7 Subdivision 1. Establishment. (a) The Coon Rapids Dam Commission is
1.8established to perform the duties specified in subdivision 2.
1.9(b) The commission consists of 14 voting members:
1.10(1) two members of the house of representatives, appointed by the speaker of the
1.11house, with one member from the minority caucus;
1.12(2) two members of the senate, appointed by the Subcommittee on Committees of
1.13the Committee on Rules and Administration, with one member from the minority caucus;
1.14(3) the commissioner of natural resources or the commissioner's designee;
1.15(4) two representatives of Three Rivers Park District, appointed by the Three Rivers
1.16Park District Board of Commissioners;
1.17(5) one representative each from the counties of Anoka and Hennepin, appointed
1.18by the respective county boards;
1.19(6) one representative each from the cities of Anoka, Brooklyn Park, Champlin, and
1.20Coon Rapids, appointed by the respective mayors; and
1.21(7) one representative from the Metropolitan Council, appointed by the council chair.
1.22(c) The commission shall elect a chair from among its members.
1.23(d) Members of the commission shall serve a term ending February 1, 2012.
2.1(e) The Three Rivers Park District shall provide the commission with office space
2.2and staff and administrative services.
2.3(f) Commission members shall serve without compensation.
2.4 Subd. 2. Duties. The commission shall, by February 1, 2012, develop and present to
2.5the legislature and the governor an analysis and recommendations for future governance,
2.6use of the dam for control of invasive species, and financing of the Coon Rapids Dam.
2.7The commission shall present its findings to the house of representatives and senate
2.8committees having jurisdiction over natural resources and energy policy.
2.9 Subd. 3. Expiration. This section expires upon presentation of the commission's
2.10analysis and recommendations according to subdivision 2.
2.11EFFECTIVE DATE.This section is effective the day following final enactment.
2.12 Sec. 2. APPROPRIATION.
2.13$440,000 in fiscal year 2012 is appropriated from the environment and natural
2.14resources trust fund to the commissioner of natural resources for a grant to the Three
2.15Rivers Park District for predesign and design of the Coon Rapids Dam as an invasive
2.16species barrier and improvements. This is a onetime appropriation and is available until
2.17June 30, 2013.
