1.1A bill for an act
1.2relating to transportation; highways; establishing requirements concerning
1.3extension of marked Trunk Highway 610.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. TRUNK HIGHWAY 610 LEGISLATIVE PRIORITY.
1.6    Subdivision 1. Definitions. (a) For purposes of this section, the following terms
1.7have the meanings given.
1.8(b) "Commissioner" means the commissioner of the Department of Transportation.
1.9(c) "Trunk Highway 610 extension project" means construction of marked Trunk
1.10Highway 610 as a multilane divided highway, extending the highway from the interchange
1.11with Hennepin County State-Aid Highway 81 to Interstate Highway 94.
1.12    Subd. 2. Project programming. (a) The commissioner shall include the Trunk
1.13Highway 610 extension project in the next regular update to the statewide transportation
1.14improvement program. The Trunk Highway 610 extension project must remain in the
1.15statewide transportation improvement program until it is completed and may not be
1.16delayed from the initially scheduled date of commencement unless the commissioner:
1.17(1) identifies special unforeseen circumstances; and
1.18(2) submits a notification, including specific reasons for the delay, to the chairs
1.19and ranking minority members of the legislative committees with jurisdiction over
1.20transportation policy and finance.
1.21(b) The commissioner shall expedite project development to avoid delays under
1.22paragraph (a) and to obtain final project approvals as required under state and federal law.
1.23EFFECTIVE DATE.This section is effective the day following final enactment.
