1.2proposing an amendment to the Minnesota Constitution, article IX, section 1;
1.3requiring a three-fifths vote of one house of the legislature in the second calendar
1.4year of a legislative session after a three-fifths vote of the other house in the
1.5first year of the same session to submit a proposed constitutional amendment to
1.6the people; requiring a proposed constitutional amendment to be placed on the
1.7ballot in the next general election occurring after the general election following
1.8passage of the proposed amendment by the legislature; amending Minnesota
1.9Statutes 2012, section 3.20.
1.10BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.11 Section 1. CONSTITUTIONAL AMENDMENT PROPOSED.
1.12An amendment to the Minnesota Constitution is proposed to the people. If the
1.13amendment is adopted, article IX, section 1, will read:
1.14Section 1.A majority Three-fifths of the members elected to each house of the
1.15legislature may propose amendments to this constitution. An amendment may not be
1.16proposed until it has passed one house of the legislature in one calendar year and the other
1.17house of the same legislature in the next calendar year. Proposed amendments shall be
1.18published with the laws passed at the same session and submitted to the people for their
1.19approval or rejection ata the general election following the next general election. If a
1.20majority of all the electors voting at the election vote to ratify an amendment, it becomes
1.21a part of this constitution. If two or more amendments are submitted at the same time,
1.22voters shall vote for or against each separately.
1.23 Sec. 2. SUBMISSION TO VOTERS.
1.24(a) The proposed amendment must be submitted to the people at the 2014 general
1.25election. The question submitted must be:
2.1"Shall the Minnesota Constitution be amended to require that an amendment to the
2.2Minnesota Constitution be proposed by three-fifths of the members elected to one house
2.3of the legislature in a calendar year and three-fifths of the members elected to the other
2.4house of the same legislature in the next calendar year and submitted to the people at the
2.5general election following the next general election?
2.8(b) The title required under Minnesota Statutes, section 204D.15, subdivision 1,
2.9for the question submitted to the people under paragraph (a) shall be "Amending the
2.10Minnesota Constitution."
2.11 Sec. 3. Minnesota Statutes 2012, section 3.20, is amended to read:
2.123.20 FORM OF ACT; PROCESS FOR SUBMISSION.
2.13Every act for the submission of an amendment to the Constitution shall set forth the
2.14section as it will read if the amendment is adopted, with only the other matter necessary to
2.15show in what section or article the alteration is proposed.It After passage of the act by
2.16three-fifths of the members elected to one house of the legislature in the calendar year
2.17following passage of the act by three-fifths of the members elected to the other house of
2.18the same legislature, the amendment shall be submitted and voted upon at the general
2.19election following the next general election as provided by the law relating to general
2.20elections. If adopted, the governor shall announce the fact by proclamation.
2.21EFFECTIVE DATE.This section is effective January 1, 2015, if the amendment
2.22proposed under section 1 has been adopted.
