1.2relating to capital improvements; appropriating money for wastewater
1.3infrastructure improvements in Sacred Heart; authorizing the sale and issuance
1.4of state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.6 Section 1. WATER, STORM, AND SEWER IMPROVEMENTS; SACRED
1.7HEART.
1.8 Subdivision 1. Appropriation. $5,400,000 is appropriated from the bond proceeds
1.9fund to the commissioner of employment and economic development for a grant to the
1.10city of Sacred Heart to design, construct, and equip water, sewer, and storm utilities in
1.11the city of Sacred Heart. This appropriation may be used for demolition of deteriorating
1.12concrete curbs, gutters, sidewalks, and streets above the utilities, and construction to
1.13replace and rehabilitate the infrastructure. This appropriation is not available until the
1.14commissioner determines that at least an equal amount is committed to the project from
1.15nonstate sources, and that the city has secured sufficient funds to complete the project.
1.16 Subd. 2. Bond sale. To provide the money appropriated in this act from the bond
1.17proceeds fund, the commissioner of management and budget shall sell and issue bonds of
1.18the state in an amount up to $5,400,000, in the manner, upon the terms, and with the effect
1.19prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
1.20Constitution, article XI, sections 4 to 7.
1.21EFFECTIVE DATE.This section is effective the day following final enactment.
