1.1A bill for an act
1.2relating to health; creating the Legislative Health Care Workforce Commission;
1.3requiring report.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. LEGISLATIVE HEALTH CARE WORKFORCE COMMISSION.
1.6    Subdivision 1. Legislative oversight. The Legislative Health Care Workforce
1.7Commission is created to study and make recommendations to the legislature on how to
1.8achieve the goal of strengthening the workforce in healthcare.
1.9    Subd. 2. Membership. The Legislative Health Care Workforce Commission
1.10consists of five members of the senate appointed by the Subcommittee on Committees
1.11of the Committee on Rules and Administration and five members of the house of
1.12representatives appointed by the speaker of the house. The Legislative Health Care
1.13Workforce Commission must include three members of the majority party and two
1.14members of the minority party in each house.
1.15    Subd. 3. Report to the legislature. The Legislative Health Care Workforce
1.16Commission must provide a report making recommendations to the legislature by
1.17December 31, 2014. The report must:
1.18(1) identify current and anticipated health care workforce shortages, by both
1.19provider type and geography;
1.20(2) evaluate the effectiveness of incentives currently available to develop, attract,
1.21and retain a highly skilled health care workforce;
1.22(3) study alternative incentives to develop, attract, and retain a highly skilled health
1.23care workforce; and
2.1(4) identify current causes and potential solutions to barriers related to the primary
2.2care workforce, including, but not limited to:
2.3(i) training and residency shortages;
2.4(ii) disparities in income between primary care and other providers; and
2.5(iii) negative perceptions of primary care among students.
2.6    Subd. 4. Assistance to the commission. The commissioners of health, human
2.7services, commerce, and other state agencies shall provide assistance and technical
2.8support to the commission at the request of the commission. The commission may
2.9convene subcommittees to provide additional assistance and advice to the commission.
2.10    Subd. 5. Expiration. The Legislative Health Care Workforce Commission expires
2.11on January 1, 2015.
2.12EFFECTIVE DATE.This section is effective the day following final enactment.
