1.1A bill for an act
1.2relating to water policy; requiring the governor to appoint a water policy
1.3manager; establishing water policy manager qualifications and duties;proposing
1.4coding for new law in Minnesota Statutes, chapter 4.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. [4.70] WATER POLICY MANAGER.
1.7The governor must appoint a trained hydrologist who reports directly to the governor
1.8to serve as the state's water policy manager to ensure the state's water laws are enforced.
1.9The water policy manager must oversee water policy among executive branch agencies so
1.10as to ensure the protection and restoration of, and prevention of degradation to, the state's
1.11surface water and groundwater resources for the benefit of current and future generations
1.12of Minnesotans. The water policy manager will act as the governor's representative to the
1.13Legislative Water Commission established in 2013 H.F. No. 1769.
1.14EFFECTIVE DATE.This section is effective the day following final enactment.
