1.1A bill for an act
1.2relating to state government; providing for accounting software development and
1.3updating; appropriating money;proposing coding for new law in Minnesota
1.4Statutes, chapter 6.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. [6.475] CITY AND TOWN ACCOUNTING SYSTEM SOFTWARE.
1.7(a) The state auditor shall charge user fees to cities, towns, and other government
1.8entities for the development, maintenance, and distribution of the small city and town
1.9accounting system software.
1.10(b) A city and town accounting system (CTAS) special revenue fund is created
1.11in the state treasury.
1.12(c) Amounts received under paragraph (a) shall first be credited to the state general
1.13fund until the 2014 appropriation for the small city and town accounting system software
1.14is repaid. Thereafter, amounts received for software use shall be credited to the CTAS
1.15special revenue fund and are appropriated to the state auditor for all costs associated with
1.16the development, maintenance, and distribution of the small city and town accounting
1.17system software.

1.18    Sec. 2. APPROPRIATION.
1.19$250,000 is appropriated from the general fund to the state auditor in fiscal year
1.202014 for small city and town accounting system software development, maintenance, and
1.21distribution. This amount shall be repaid to the general fund through small city and town
1.22accounting system software user fees received by the state auditor.
