1.1A bill for an act
1.2proposing an amendment to the Minnesota Constitution, article IX, section
1.31; requiring a two-thirds vote of each house of the legislature to submit a
1.4constitutional amendment to the people.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. CONSTITUTIONAL AMENDMENT PROPOSED.
1.7An amendment to the Minnesota Constitution is proposed to the people. If the
1.8amendment is adopted, article IX, section 1, will read:
1.9Section 1. A majority Two-thirds of the members elected to each house of the legislature
1.10may propose amendments to this constitution. Proposed amendments shall be published
1.11with the laws passed at the same session and submitted to the people for their approval or
1.12rejection at a general election. If a majority of all the electors voting at the election vote to
1.13ratify an amendment, it becomes a part of this constitution. If two or more amendments
1.14are submitted at the same time, voters shall vote for or against each separately.

1.15    Sec. 2. SUBMISSION TO VOTERS.
1.16The proposed amendment must be submitted to the people at the 2012 general
1.17election. The question submitted must be:
1.18"Shall the Minnesota Constitution be amended to require a vote of two-thirds of the
1.19members of each body of the legislature to propose amendments to the constitution?
