1.1A bill for an act
1.2relating to transportation; public safety; directing reinstatement of Golden Valley
1.3deputy registrar office after certain conditions are met.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. DEPUTY REGISTRAR; GOLDEN VALLEY.
1.6(a) Within 21 days following receipt of the notification specified under paragraph
1.7(b), the commissioner of public safety shall provisionally reinstate the deputy registrar
1.8located in the city of Golden Valley and allow the office to reopen.
1.9(b) The city of Golden Valley may submit a notification to the commissioner of
1.10public safety regarding the status of the deputy registrar office, which must include:
1.11(1) a summary of findings from an internal investigation of the office related to
1.12suspension of deputy registrar services;
1.13(2) a review of recommendations from a preliminary audit of office procedures
1.14and financial practices; and
1.15(3) a review of identified changes to staffing, training, supervision, office procedures,
1.16and financial practices implemented or planned to be implemented as part of reopening
1.17the office.
1.18(c) The commissioner of public safety may require the deputy registrar to:
1.19(1) file a bond in the form and manner prescribed by the commissioner, including as
1.20a condition of commencing service to the general public; and
1.21(2) comply with any deputy registrar best practices established by the commissioner.
1.22(d) Nothing in this section prevents the commissioner of public safety or the Office
1.23of Administrative Hearings, as appropriate, from imposing sanctions subsequent to the
2.1provisional reinstatement under this section, including, but not limited to, additional or
2.2permanent office closure, or payment of a fine.
2.3EFFECTIVE DATE.This section is effective the day following final enactment.
