1.1A bill for an act
1.2relating to agriculture; establishing a farm-to-foodshelf program; appropriating
1.3money.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. APPROPRIATION; FARM-TO-FOODSHELF PROGRAM.
1.6$1,500,000 is appropriated in fiscal year 2015 from the general fund to the
1.7commissioner of agriculture for a grant to Second Harvest Heartland on behalf of the six
1.8Feeding America food banks that serve Minnesota to compensate agricultural producers
1.9and processors for costs incurred to harvest and package for transfer surplus fruits,
1.10vegetables, or other agricultural commodities that would otherwise go unharvested or be
1.11discarded. Surplus commodities must be distributed statewide to food shelves and other
1.12charitable organizations that are eligible to receive food from the food banks. Surplus
1.13food acquired under this appropriation must be from Minnesota producers and processors.
1.14Second Harvest Heartland must report when required by, and on forms prescribed by,
1.15the commissioner. Second Harvest Heartland may use up to 11 percent of the grant for
1.16administrative expenses. This is a base appropriation.
