1.1A bill for an act
1.2relating to capital improvements; appropriating money for renewable solar
1.3energy systems; authorizing the sale and issuance of state bonds.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. APPROPRIATION.
1.6$25,000,000 is appropriated from the bond proceeds fund to the commissioner of
1.7employment and economic development for the purpose of making grants to state agencies
1.8or other units of state government to retrofit public buildings with "Made in Minnesota"
1.9renewable solar energy systems. This appropriation may only be used to reduce energy
1.10costs of public buildings throughout the state by purchasing and installing renewable
1.11solar energy systems that have been manufactured in Minnesota, which should increase
1.12community awareness of renewable solar energy. For the purposes of this section, "Made
1.13in Minnesota" means the material production of solar photovoltaic modules, which
1.14must include the tabbing, stringing, and lamination processes which produce a solar
1.15photovoltaic module.

1.16    Sec. 2. BOND AUTHORIZATION.
1.17To provide the money appropriated in this act from the bond proceeds fund, the
1.18commissioner of management and budget shall sell and issue bonds of the state in an
1.19amount up to $25,000,000 in the manner, upon the terms, and with the effect prescribed by
1.20Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
1.21article XI, sections 4 to 7.

1.22    Sec. 3. EFFECTIVE DATE.
2.1Sections 1 and 2 are effective the day following final enactment.
