1.1A bill for an act
1.2relating to health; providing funds to eliminate health disparities of first
1.3generation Somali women in Minnesota; appropriating money.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. APPROPRIATION; WOMEN'S HEALTH EQUITY.
1.6$250,000 is appropriated in fiscal year 2015 from the general fund to the
1.7commissioner of health for a grant to a Somali-based health care organization located
1.8in Minnesota. The grant must be used to address health inequities experienced by first
1.9generation Somali women. The services provided must be culturally specific in order to
1.10improve Somali women's access to maternal health and preventive care; reduce infant
1.11mortality; and increase health literacy. The grant recipient must use community-based
1.12participatory research focusing on Somali women-centered programs, and must develop a
1.13methodology to measure program effectiveness by achieving better health outcomes for
1.14Somali women. The grant recipient must report the program's measured outcomes to
1.15the commissioner by September 1, 2016.
