1.1A bill for an act
1.2proposing an amendment to the Minnesota Constitution by adding a section to
1.3article XI; requiring that delayed payments to school districts not exceed ten
1.4percent of their estimated entitlement.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. CONSTITUTIONAL AMENDMENT PROPOSED.
1.7An amendment to the Minnesota Constitution is proposed to the people. If the
1.8amendment is adopted, a section shall be added to article XI, to read:
1.9Sec. 16. Beginning July 1, 2015, the current year aid payment percentage shall not
1.10be less than 90 percent of the estimated entitlement for all aids and credits paid by the
1.11commissioner of education from the general fund to school districts.

1.12    Sec. 2. SUBMISSION TO VOTERS.
1.13The proposed amendment must be submitted to the people at the 2012 general
1.14election. The question submitted must be:
1.15"Shall the Minnesota Constitution be amended to require delayed payments to
1.16school districts not exceed ten percent of their estimated entitlement?
