1.1A bill for an act
1.2relating to human services; modifying child care assistance provider rate
1.3differential for accreditation;amending Minnesota Statutes 2010, section
1.4119B.13, subdivision 3a.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. Minnesota Statutes 2010, section 119B.13, subdivision 3a, is amended to
1.7read:
1.8    Subd. 3a. Provider rate differential for accreditation. A family child care
1.9provider or child care center shall be paid a 15 percent differential above the maximum
1.10rate established in subdivision 1, up to the actual provider rate, if the provider or center
1.11holds a current early childhood development credential or is accredited. For a family
1.12child care provider, early childhood development credential and accreditation includes
1.13an individual who has earned a child development associate degree, a child development
1.14associate credential, a diploma in child development from a Minnesota state technical
1.15college, or a bachelor's or post baccalaureate degree in early childhood education from
1.16an accredited college or university, or who is accredited by the National Association for
1.17Family Child Care or the Competency Based Training and Assessment Program. For a
1.18child care center, accreditation includes accreditation by the National Association for
1.19the Education of Young Children, the National Accreditation Commission, the Council
1.20on Accreditation, the National Early Childhood Program Accreditation, the National
1.21School-Age Care Association, or the National Head Start Association Program of
1.22Excellence. For Montessori programs, accreditation includes the American Montessori
1.23Society, Association of Montessori International-USA, or the National Center for
1.24Montessori Education.
2.1EFFECTIVE DATE.This section is effective retroactive to November 1, 2008.
