1.1A bill for an act
1.2relating to capital improvements; appropriating money for park and trail
1.3improvements in Inver Grove Heights; authorizing the sale and issuance of
1.4state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. INVER GROVE HEIGHTS PARKS AND TRAILS.
1.7$3,500,000 is appropriated from the bond proceeds fund to the Metropolitan Council
1.8for a grant to the city of Inver Grove Heights for public infrastructure improvements
1.9and land acquisition in and adjacent to the Heritage Village Park, the Mississippi River
1.10Trail, and the Rock Island Swing Bridge. These improvements will include, but are not
1.11limited to, motor vehicle access, utility service, stormwater treatment, and trail and
1.12sidewalk connections.
1.13This appropriation is not available until the commissioner of management and
1.14budget has determined that at least an equal amount has been committed to the project
1.15from nonstate sources.

1.16    Sec. 2. BOND AUTHORIZATION.
1.17To provide the money appropriated in section 1 from the bond proceeds fund, the
1.18commissioner of management and budget shall sell and issue bonds of the state in an
1.19amount up to $3,500,000 in the manner, upon the terms, and with the effect prescribed by
1.20Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
1.21article XI, sections 4 to 7.

1.22    Sec. 3. EFFECTIVE DATE.
2.1Sections 1 and 2 are effective the day following final enactment.
