1.1A bill for an act
1.2relating to capital investment; appropriating money for the Merrick Community
1.3Services Center in St. Paul; authorizing the sale and issuance of state bonds.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. MERRICK COMMUNITY SERVICES EAST SIDE FACILITY, ST.
1.6PAUL.
1.7    Subdivision 1. Appropriation. $2,500,000 is appropriated from the bond proceeds
1.8fund to the commissioner of employment and economic development for a grant to the
1.9city of St. Paul for demolition and site preparation, and to predesign, design, construct,
1.10furnish, and equip a multiservice center on North LaFayette Road in St. Paul. This
1.11appropriation is not available until the commissioner determines that at least an equal
1.12amount is committed to the project from nonstate sources. The city of St. Paul may enter
1.13into a lease management agreement under Minnesota Statutes, section 16A.695.
1.14    Subd. 2. Bond sale. To provide the money appropriated in this section from the
1.15bond proceeds fund, the commissioner of management and budget shall sell and issue
1.16bonds of the state in an amount up to $2,500,000 in the manner, upon the terms, and with
1.17the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
1.18Minnesota Constitution, article XI, sections 4 to 7.
1.19EFFECTIVE DATE.This section is effective the day following final enactment.
