1.1A resolution
1.2memorializing the President and the United States Congress to require the National
1.3Institute on Drug Abuse and the United States Drug Enforcement Agency to expedite
1.4serious research into the medical uses and benefits of marijuana.
1.5WHEREAS, research into the medical benefits of the use of marijuana is limited to only
1.6those facilities which have obtained authorization from the National Institute on Drug Abuse and
1.7the United States Drug Enforcement Agency; and
1.8WHEREAS, the National Institute on Drug Abuse authorizes and provides marijuana for
1.9research on its medical use to facilities; and
1.10WHEREAS, the medical benefits of marijuana are currently under researched even though
1.11several states have legalized its use for the treatment or amelioration of symptoms of various
1.12medical conditions; and
1.13WHEREAS, consumers with serious health conditions deserve science-based information
1.14on dosages and potential interactions with other medication; and
1.15WHEREAS, further research into the medical benefits of marijuana and the potential
1.16legalization of marijuana for medical use is being unduly limited by timeliness of the United
1.17States Drug Enforcement Agency and the National Institute on Drug Abuse's acceptance of
1.18research applications and issuance of marijuana for research purposes; NOW, THEREFORE,
1.19BE IT RESOLVED by the Legislature of the State of Minnesota that it urges the President
1.20and the Congress of the United States to direct the National Institute on Drug Abuse and the
1.21United States Drug Enforcement Agency to expedite serious research into the medical uses and
1.22benefits of marijuana and to act upon the research conducted; and
2.1BE IT FURTHER RESOLVED that the Secretary of State of the State of Minnesota is
2.2directed to prepare copies of this memorial and transmit them to the President of the United
2.3States, the Attorney General of the United States, the Administrator of the United States Drug
2.4Enforcement Administration, the Director of the Office of National Drug Control Policy, the
2.5President and the Secretary of the United States Senate, and the Speaker and the Clerk of the
2.6United States House of Representatives.
