1.1A bill for an act
1.2relating to energy; utilities; requiring the Public Utilities Commission and
1.3Department of Commerce to develop and submit legislation that restructures
1.4public utility regulation in Minnesota.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. UTILITY REGULATION MODERNIZATION; LEGISLATION.
1.7The Public Utilities Commission, in collaboration with the Department of
1.8Commerce, shall develop legislation that simplifies, modernizes, and restructures public
1.9utility regulation in Minnesota. The proposed legislation must conform as nearly as
1.10possible to Connecticut Public Act 98-28, and must, to the extent necessary, modify or
1.11replace the existing system for regulation of public utilities. The proposed legislation must
1.12be completed and submitted to the chairs and ranking minority members of the house of
1.13representatives and senate committees with jurisdiction over energy policy before January
1.141, 2015, to ensure full consideration during the 2015 regular legislative session.
1.15EFFECTIVE DATE.This section is effective the day following final enactment.
