1.14BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.15 Section 1. Minnesota Statutes 2012, section 168.021, subdivision 1, is amended to read:
1.16 Subdivision 1. Disability plates; application. (a) When a motor vehicle registered
1.17under section168.017 , a motorcycle as defined in section
168.002, subdivision 19
1.18one-ton pickup truckas defined in section
168.002, subdivision 21b
1.19recreational vehicleas defined in section
168.002, subdivision 27, is owned or primarily
1.20operated by a permanently physically disabled person or a custodial parent or guardian of
1.21a permanently physically disabled minor, the owner may apply for and secure from the
1.22commissioner (1) immediately, a temporary permit valid for 30 days if the applicant is
1.23eligible for the disability plates issued under this section and (2) two disability plates with
1.24attached emblems, one plate to be attached to the front, and one to the rear of the motor
1.25vehicle, truck, or recreational vehicle, or, in the case of a motorcycle, one disability plate
1.26the same size as a regular motorcycle plate.
1.27 (b) The commissioner shall not issue more than one plate to the owner of a
1.28motorcycle and not more than one set of plates to any owner of another vehicle described
2.1in paragraph (a) at the same time unless the state Council on Disability approves the
2.2issuance of a second plate or set of plates to an owner.
2.3 (c) When the owner first applies for the disability plate or plates, the owner must
2.4submit a medical statement in a format approved by the commissioner under section
2.5169.345
, or proof of physical disability provided for in that section.
2.6 (d) No medical statement or proof of disability is required when an owner applies for
2.7a plate or plates for one or more vehicles listed in paragraph (a) that are specially modified
2.8for and used exclusively by permanently physically disabled persons.
2.9 (e) The owner of a vehicle listed in paragraph (a) may apply for and secure (i)
2.10immediately, a permit valid for 30 days, if the applicant is eligible to receive the disability
2.11plate or plates issued under this section, and (ii) a disability plate or plates for the vehicle if:
2.12 (1) the owner employs a permanently physically disabled person who would qualify
2.13for the disability plate or plates under this section; and
2.14 (2) the owner furnishes the motor vehicle to the physically disabled person for the
2.15exclusive use of that person in the course of employment.
2.16 Sec. 2. Minnesota Statutes 2012, section 168.056, is amended to read:
2.17168.056 TOWING VIOLATION A MISDEMEANOR; EXCEPTIONS.
2.18Any person violating the provisions ofsections section
168.053 to
168.055
2.19168.054 shall be guilty of a misdemeanor. The provisions of sections168.053 to
168.057
2.20shall not apply where such vehicle is being towed as a temporary movement for the
2.21purpose of making repairs, or for the purpose of pulling or towing such vehicle from one
2.22point to another point for the purpose of making repairs, or on repossessed cars being
2.23towed by an agent or employee of any person or bona fide finance company in the state
2.24where such towing is incidental to the repossession of such vehicle.
2.25 Sec. 3. Minnesota Statutes 2012, section 168.10, subdivision 1b, is amended to read:
2.26 Subd. 1b. Collector's vehicle, classic car plate. (a) Any motor vehicle
2.27manufactured between and including the years 1925 and 1948, and designatedby the
2.28commissioner as a full classic car because of its fine design, high engineering standards,
2.29and superior workmanship, and owned and operated solely as a collector's item shall be
2.30listed for taxation and registration as follows: An affidavit shall be executed stating the
2.31name and address of the owner, the name and address of the person from whom purchased,
2.32the make of the motor vehicle, year and number of the model, the manufacturer's
2.33identification number, verification of the vehicle's full classic car status from nationally
2.34published standards and guides as determined by the registrar, and that the vehicle
3.1is owned and operated solely as a collector's item and not for general transportation
3.2purposes. If the commissioner is satisfied that the affidavit is true and correct and that the
3.3motor vehicle qualifies to be classified as a classic car, and the owner pays a $25 tax and
3.4the plate fee authorized under section168.12 , the commissioner shall list such vehicle for
3.5taxation and registration and shall issue a single number plate.
3.6 (b) The number plate so issued shall bear the inscription "Classic Car," "Minnesota,"
3.7and the registration number or other combination of characters authorized under section
3.8168.12, subdivision 2a
, but no date. The number plate is valid without renewal as long as
3.9the vehicle is in existence in Minnesota. The commissioner has the power to revoke said
3.10plate for failure to comply with this subdivision.
3.11(c) The following cars built between and including 1925 and 1948 are classic:
6.13(d) (c) No commercial vehicles such as hearses, ambulances, or trucks are considered
6.14to be classic cars.
6.15 Sec. 4. Minnesota Statutes 2012, section 168.12, subdivision 1, is amended to read:
6.16 Subdivision 1. Plates; design, visibility, periods of issuance. (a) The commissioner,
6.17upon approval and payment, shall issue to the applicant the plates required by this chapter,
6.18bearing the state name and an assigned vehicle registration number. The number assigned
6.19by the commissioner may be a combination of a letter or sign with figures. The color of the
6.20plates and the color of the abbreviation of the state name and the number assigned must
6.21be in marked contrast. The plates must be lettered, spaced, or distinguished to suitably
6.22indicate the registration of the vehicle according to the rules of the commissioner.
6.23 (b) When a vehicle is registered on the basis of total gross weight, the plates issued
6.24must clearly indicate by letters or other suitable insignia the maximum gross weight
6.25for which the tax has been paid.
6.26(c) Plates issued to a noncommercial vehicleas defined in section
168.002,
6.27subdivision 21a, must bear the inscription "noncommercial" unless the vehicle is
6.28displaying a special plate authorized and issued under this chapter.
6.29(d) A one-ton pickup truck, as defined in section
168.002, subdivision 21b, that is
6.30used for commercial purposes and is subject to section168.185 , is eligible to display
6.31special plates as authorized and issued under this chapter.
6.32 (e) The plates must be so treated as to be at least 100 times brighter than the
6.33conventional painted number plates. When properly mounted on an unlighted vehicle, the
6.34plates, when viewed from a vehicle equipped with standard headlights, must be visible for
6.35a distance of not less than 1,500 feet and readable for a distance of not less than 110 feet.
6.36 (f) The commissioner shall issue plates for the following periods:
7.1 (1) New plates issued pursuant to section168.012, subdivision 1 , must be issued to a
7.2vehicle for as long as the vehicle is owned by the exempt agency and the plate shall not be
7.3transferable from one vehicle to another but the plate may be transferred with the vehicle
7.4from one tax-exempt agency to another.
7.5 (2) Plates issued for passenger automobiles must be issued for a seven-year period.
7.6All plates issued under this paragraph must be replaced if they are seven years old or older
7.7at the time of registration renewal or will become so during the registration period.
7.8 (3) Plates issued under sections168.053 and
168.27, subdivisions 16 and 17, must
7.9be for a seven-year period.
7.10 (4) Plates issued under subdivisions 2c and 2d and section168.123 must be issued
7.11for the life of the veteran under section169.79 .
7.12 (5) Plates for any vehicle not specified in clauses (1) to (3) must be issued for the
7.13life of the vehicle.
7.14 (g) In a year in which plates are not issued, the commissioner shall issue for each
7.15registration a sticker to designate the year of registration. This sticker must show the year or
7.16years for which the sticker is issued, and is valid only for that period. The plates and stickers
7.17issued for a vehicle may not be transferred to another vehicle during the period for which
7.18the sticker is issued, except when issued for a vehicle registered under section168.187 .
7.19 (h) Despite any other provision of this subdivision, plates issued to a vehicle used
7.20for behind-the-wheel instruction in a driver education course in a public school may
7.21be transferred to another vehicle used for the same purpose without payment of any
7.22additional fee. The public school shall notify the commissioner of each transfer of plates
7.23under this paragraph. The commissioner may prescribe a format for notification.
7.24 Sec. 5. Minnesota Statutes 2012, section 168.12, subdivision 2, is amended to read:
7.25 Subd. 2. Amateur radio licensee; special plates, rules. (a) The commissioner shall
7.26issue amateur radio plates to an applicant who:
7.27 (1) is an owner of a passenger automobile or recreationalmotor vehicle as defined in
7.28section
168.002, subdivisions 24 and 27;
7.29 (2) is a resident of this state;
7.30 (3) holds an official amateur radio station license or a citizens radio service class D
7.31license, in good standing, issued by the Federal Communications Commission;
7.32 (4) pays the registration tax required under section168.013 ;
7.33 (5) pays a fee of $10 for each set of special plates and any other fees required by
7.34this chapter; and
8.1 (6) complies with this chapter and rules governing the registration of motor vehicles
8.2and licensing of drivers;
8.3 (b) In lieu of the registration number required for identification under subdivision 1,
8.4the plates must indicate the official amateur call letters of the applicant, as assigned by the
8.5Federal Communications Commission, and the words "AMATEUR RADIO."
8.6 (c) This provision for the issue of special plates applies only if the applicant's motor
8.7vehicle is already registered in Minnesota so that the applicant has valid regular Minnesota
8.8plates issued for that motor vehicle under which to operate it during the time that it will
8.9take to have the necessary special plates made.
8.10 (d) If owning more than one motor vehicle of the type specified in this subdivision,
8.11the applicant may apply for special plates for each motor vehicle and, if each application
8.12complies with this subdivision, the commissioner shall furnish the applicant with
8.13the special plates, indicating the official amateur call letters and other distinguishing
8.14information as the commissioner considers necessary, for each of the motor vehicles.
8.15 (e) The commissioner may make reasonable rules governing the use of the special
8.16plates as will assure the full compliance by the owner of the special plates, with all existing
8.17laws governing the registration of motor vehicles and the transfer and use of the plates.
8.18 (f) Despite any contrary provision of subdivision 1, the special plates issued under this
8.19subdivision may be transferred by an owner to another motor vehicle listed in paragraph
8.20(a) and registered to the same owner, upon the payment of a fee of $5. The commissioner
8.21must be notified before the transfer and may prescribe a format for the notification.
8.22 Sec. 6. Minnesota Statutes 2012, section 168.12, subdivision 2b, is amended to read:
8.23 Subd. 2b. Firefighters; special plates, rules. (a) The commissioner shall issue
8.24special plates, or a single license plate in the case of a motorcycle plate, to any applicant
8.25who:
8.26 (1) is a member of a fire department receiving state aid under chapter 69, has a
8.27letter from the fire chief, and is an owner of a passenger automobileas defined in section
8.28168.002, subdivision 24as defined in section
168.002, subdivision
8.2921b, or a motorcycle as defined in section
168.002, subdivision 19
8.30 (2) pays a fee of $10 and any other fees required by this chapter;
8.31 (3) pays the registration tax required by this chapter for the motor vehicle; and
8.32 (4) complies with this chapter and rules governing the registration of motor vehicles
8.33and licensing of drivers.
9.1 (b) In lieu of the identification required under subdivision 1, the special plates must
9.2bear an emblem of a Maltese Cross together with any numbers or characters prescribed by
9.3the commissioner.
9.4 (c) Special plates issued under this subdivision may only be used during the period
9.5that the owner of the motor vehicle is a member of a fire department as specified in this
9.6subdivision. When the individual to whom the special plates were issued is no longer a
9.7member of a fire department or when the motor vehicle ownership is transferred, the
9.8owner shall remove the special plates from the motor vehicle. If the commissioner
9.9receives written notification that an individual is no longer qualified for these special
9.10plates, the commissioner shall invalidate the plates and notify the individual of this
9.11action. The individual may retain the plate only upon demonstrating compliance with the
9.12qualifications of this subdivision. Upon removal or invalidation of the special plates, or
9.13special motorcycle plate, either the owner or purchaser of the motor vehicle shall obtain
9.14regular plates or a regular motorcycle plate for the proper registration classification for
9.15the motor vehicle.
9.16 (d) A special motorcycle license plate issued under this subdivision must be the
9.17same size as a standard motorcycle license plate.
9.18 (e) Upon payment of a fee of $5, plates issued under this subdivision for a passenger
9.19automobile or truck may be transferred to another passenger automobile or truck owned
9.20or jointly owned by the person to whom the plates were issued. On payment of a fee of
9.21$5, a plate issued under this subdivision for a motorcycle may be transferred to another
9.22motorcycle owned or jointly owned by the person to whom the plate was issued.
9.23 (f) The commissioner may adopt rules under the Administrative Procedure Act,
9.24sections14.001 to
14.69 , to govern the issuance and use of the special plates authorized
9.25in this subdivision.
9.26 Sec. 7. Minnesota Statutes 2012, section 168.12, subdivision 2c, is amended to read:
9.27 Subd. 2c. National Guard; special plates, rules. (a) The commissioner shall
9.28issue special plates to any applicant who:
9.29 (1) is a regularly enlisted, commissioned, or retired member of the Minnesota
9.30National Guard, other than an inactive member who is not a retired member, and is an
9.31owner of a passenger automobileas defined in section
168.002, subdivision 24
9.32 (2) pays a fee of $10 and any other fees required by this chapter;
9.33 (3) pays the registration tax required by this chapter; and
9.34 (4) complies with this chapter and rules governing the registration of motor vehicles
9.35and licensing of drivers.
10.1 (b) The adjutant general shall design the emblem for these special plates subject to
10.2the approval of the commissioner.
10.3 (c) Special plates issued under this subdivision may only be used during the period
10.4that the owner of the motor vehicle is an active or retired member of the Minnesota National
10.5Guard as specified in this subdivision. When the individual to whom the special plates
10.6were issued is no longer an active or retired member of the Minnesota National Guard,
10.7the special plates must be removed from the vehicle by the owner. If the commissioner
10.8receives written notification that an individual is no longer qualified for these special plates,
10.9the commissioner shall invalidate the plates and notify the individual of this action. The
10.10individual may retain the plate only upon demonstrating compliance with the qualifications
10.11of this subdivision. Upon removal or invalidation of the special plates, either the owner or
10.12purchaser of the motor vehicle shall obtain regular plates for the motor vehicle.
10.13 (d) While the person is an active or retired member of the Minnesota National
10.14Guard, plates issued pursuant to this subdivision may be transferred to another motor
10.15vehicle owned by that individual upon payment of a fee of $5.
10.16 (e) For purposes of this subdivision, "retired member" means an individual placed on
10.17the roll of retired officers or roll of retired enlisted members in the Office of the Adjutant
10.18General under section192.18 and who is not deceased.
10.19 (f) The commissioner may adopt rules under the Administrative Procedure Act to
10.20govern the issuance and use of the special plates authorized by this subdivision.
10.21 Sec. 8. Minnesota Statutes 2012, section 168.12, subdivision 2d, is amended to read:
10.22 Subd. 2d. Ready Reserve; special plates, rules. (a) The commissioner shall issue
10.23special plates to an applicant who:
10.24 (1) is not eligible for special National Guard plates under subdivision 2c, is a
10.25member of the United States armed forces ready reserve as described in United States
10.26Code, title 10, section 10142 or 10143, or a retired reserve as described in United States
10.27Code, title 10, section 10154, and is an owner of a passenger automobileas defined in
10.28section
168.002, subdivision 24
10.29 (2) pays a fee of $10 and any other fees required by this chapter;
10.30 (3) pays the registration tax required by this chapter; and
10.31 (4) complies with this chapter and rules governing the registration of motor vehicles
10.32and licensing of drivers.
10.33 (b) The commissioner of veterans affairs shall design the emblem for these special
10.34plates subject to the approval of the commissioner.
11.1 (c) Special plates issued under this subdivision may only be used during the period
11.2that the owner of the motor vehicle is a member of the ready reserve. When the owner is
11.3no longer a member, the special plates must be removed from the motor vehicle by the
11.4owner. If the commissioner receives written notification that an individual is no longer
11.5qualified for these special plates, the commissioner shall invalidate the plates and notify
11.6the individual of this action. The individual may retain the plate only upon demonstrating
11.7compliance with the qualifications of this subdivision. On removal or invalidation of the
11.8special plates, either the owner or purchaser of the motor vehicle shall obtain regular
11.9plates for the motor vehicle. While the owner is a member of the ready reserve, plates
11.10issued under this subdivision may be transferred to another motor vehicle owned by that
11.11individual on paying a fee of $5.
11.12 (d) The commissioner may adopt rules under the Administrative Procedure Act to
11.13govern the issuance and use of the special plates authorized by this subdivision.
11.14 Sec. 9. Minnesota Statutes 2012, section 168.12, subdivision 2e, is amended to read:
11.15 Subd. 2e. Volunteer ambulance attendants; special plates. (a) The commissioner
11.16shall issue special license plates to an applicant who:
11.17 (1) is a volunteer ambulance attendant as defined in section144E.001, subdivision
11.1815 , and owns a motor vehicle taxed as a passenger automobile as defined in section
11.19168.002, subdivision 24
11.20 (2) pays the registration tax required by this chapter for the motor vehicle;
11.21 (3) pays a fee of $10 and any other fees required by this chapter; and
11.22 (4) complies with this chapter and rules governing the registration of motor vehicles
11.23and licensing of drivers.
11.24 (b) An individual may use special plates issued under this subdivision only during
11.25the period that the individual is a volunteer ambulance attendant. When the individual to
11.26whom the special plates were issued ceases to be a volunteer ambulance attendant, the
11.27individual shall remove each set of special plates issued. If the commissioner receives
11.28written notification that an individual is no longer qualified for these special plates, the
11.29commissioner shall invalidate the plates and notify the individual of this action. The
11.30individual may retain the plate only upon demonstrating compliance with the qualifications
11.31of this subdivision. When ownership of the motor vehicle is transferred, the individual
11.32shall remove the special plates from that motor vehicle. On removal or invalidation of the
11.33special plates, the owner or purchaser of the motor vehicle shall obtain regular plates for the
11.34motor vehicle. Special plates issued under this subdivision may be transferred to another
11.35motor vehicle owned by the volunteer ambulance attendant on payment of a fee of $5.
12.1 (c) The commissioner may adopt rules governing the design, issuance, and sale of
12.2the special plates authorized by this subdivision.
12.3 Sec. 10. Minnesota Statutes 2012, section 168.123, subdivision 1, is amended to read:
12.4 Subdivision 1. General requirements; fees. (a) On payment of a fee of $10 for
12.5each set of two plates, or for a single plate in the case of a motorcycle plate, payment of
12.6the registration tax required by law, and compliance with other applicable laws relating to
12.7vehicle registration and licensing, as applicable, the commissioner shall issue:
12.8(1) special veteran's plates to an applicant who served in the active military service
12.9in a branch of the armed forces of the United States or of a nation or society allied with the
12.10United States in conducting a foreign war, was discharged under honorable conditions, and
12.11is a registered owner of a passenger automobileas defined in section
168.002, subdivision
12.1224, recreational motor vehicle as defined in section
168.002, subdivision 27
12.13pickup truckas defined in section
168.002, subdivision 21b
12.14motor vehicle as defined in section169.011, subdivision 16 ; or
12.15(2) a veteran's special motorcycle plate as described in subdivision 2, paragraph (a),
12.16(f), (h), (i), or (j), or another special plate designed by the commissioner to an applicant
12.17who is a registered owner of a motorcycleas defined in section
168.002, subdivision 19,
12.18 and meets the criteria listed in this paragraph and in subdivision 2, paragraph (a), (f), (h),
12.19(i), or (j). Plates issued under this clause must be the same size as regular motorcycle
12.20plates. Special motorcycle license plates issued under this clause are not subject to
12.21section168.1293 .
12.22(b) The additional fee of $10 is payable for each set of veteran's plates, is payable
12.23only when the plates are issued, and is not payable in a year in which stickers are issued
12.24instead of plates.
12.25(c) The veteran must have a certified copy of the veteran's discharge papers,
12.26indicating character of discharge, at the time of application. If an applicant served in the
12.27active military service in a branch of the armed forces of a nation or society allied with the
12.28United States in conducting a foreign war and is unable to obtain a record of that service
12.29and discharge status, the commissioner of veterans affairs may certify the applicant as
12.30qualified for the veterans' plates provided under this section.
12.31 Sec. 11. Minnesota Statutes 2012, section 168.1235, subdivision 1, is amended to read:
12.32 Subdivision 1. General requirements; fees. (a) The commissioner shall issue a
12.33special plate emblem for each plate to an applicant who:
13.1(1) is a member of a congressionally chartered veterans service organization and is a
13.2registered owner of a passenger automobileas defined in section
168.002, subdivision
13.324
as defined in section
168.002, subdivision 26as defined in section
13.4168.002, subdivision 40as defined in section
13.5168.002, subdivision 27
13.6(2) pays the registration tax required by law;
13.7(3) pays a fee of $10 for each set of two plates, and any other fees required by
13.8this chapter; and
13.9(4) complies with this chapter and rules governing the registration of motor vehicles
13.10and licensing of drivers.
13.11(b) The additional fee of $10 is payable at the time of initial application for the
13.12special plate emblem and when the plates must be replaced or renewed. An applicant must
13.13not be issued more than two sets of special plate emblems for motor vehicles listed in
13.14paragraph (a) and registered to the applicant.
13.15(c) The applicant must present a valid card indicating membership in the American
13.16Legion or Veterans of Foreign Wars.
13.17 Sec. 12. Minnesota Statutes 2012, section 168.124, subdivision 1, is amended to read:
13.18 Subdivision 1. Issuance and design. (a) The commissioner shall issue special plates
13.19bearing the inscription "MEDAL OF HONOR" to an applicant who:
13.20(1) is a recipient of the Congressional Medal of Honor;
13.21(2) is a registered owner of a passenger automobileas defined in section
168.002,
13.22subdivision 24, motorcycle as defined in section
168.002, subdivision 19
13.23motor vehicleas defined in section
168.002, subdivision 27
13.24(3) complies with this chapter and rules governing the registration of motor vehicles
13.25and licensing of drivers.
13.26(b) The special plates must be of a design and size determined by the commissioner.
13.27Only one set of plates, or a single plate in the case of a motorcycle, bearing the inscription
13.28"MEDAL OF HONOR" may be issued for each qualified applicant.
13.29 Sec. 13. Minnesota Statutes 2012, section 168.125, subdivision 1, is amended to read:
13.30 Subdivision 1. Issuance and design. (a) The commissioner shall issue special plates
13.31bearing the inscription "EX-POW" to any applicant who:
13.32(1) is both a former prisoner of war and a registered owner of a passenger automobile
13.33as defined in section
168.002, subdivision 24as defined in section
168.002,
14.1subdivision 19, or recreational motor vehicle as defined in section
168.002, subdivision
14.227
14.3(2) complies with this chapter and rules governing the registration of motor vehicles
14.4and licensing of drivers.
14.5(b) The special plates must be of a design and size to be determined by the
14.6commissioner. Only one set of plates, or a single plate in the case of a motorcycle, bearing
14.7the "EX-POW" inscription may be issued for each qualified applicant.
14.8 Sec. 14. Minnesota Statutes 2012, section 168.1253, subdivision 1, is amended to read:
14.9 Subdivision 1. Definitions. (a) The terms used in this section have the meanings
14.10given them in this subdivision.
14.11(b) "Active service" has the meaning given in section190.05, subdivision 5 .
14.12(c) "Eligible person" means a surviving spouse, parent or legal guardian, child,
14.13or sibling of a person who has died while serving honorably in active service. For the

14.20 Sec. 15. Minnesota Statutes 2012, section 168.129, subdivision 1, is amended to read:
14.21 Subdivision 1. General requirements and procedures. The commissioner shall
14.22issue special collegiate plates to an applicant who:
14.23(1) is a registered owner of a passenger automobileas defined in section
168.002,
14.24subdivision 24;
14.25(2) pays a fee as specified in section168.12, subdivision 5 , to cover the costs of
14.26handling and manufacturing the plates;
14.27(3) pays the registration tax required under section168.013 ;
14.28(4) pays the fees required under this chapter;
14.29(5) contributes at least $25 annually to the scholarship account established in
14.30subdivision 6; and
14.31(6) complies with this chapter and rules governing registration of motor vehicles
14.32and licensing of drivers.
14.33 Sec. 16. Minnesota Statutes 2012, section 168.1296, subdivision 1, is amended to read:
15.1 Subdivision 1. General requirements and procedures. (a) The commissioner shall
15.2issue critical habitat plates to an applicant who:
15.3(1) is a registered owner of a passenger automobileas defined in section
168.002,
15.4subdivision 24, or recreational vehicle as defined in section
168.002, subdivision 27
15.5(2) pays a fee of $10 to cover the costs of handling and manufacturing the plates;
15.6(3) pays the registration tax required under section168.013 ;
15.7(4) pays the fees required under this chapter;
15.8(5) contributes a minimum of $30 annually to the Minnesota critical habitat private
15.9sector matching account established in section84.943 ; and
15.10(6) complies with this chapter and rules governing registration of motor vehicles
15.11and licensing of drivers.
15.12(b) The critical habitat plate application must indicate that the annual contribution
15.13specified under paragraph (a), clause (5), is a minimum contribution to receive the plate
15.14and that the applicant may make an additional contribution to the account.
15.15(c) Owners of recreational vehicles under paragraph (a), clause (1), are eligible
15.16only for special critical habitat license plates for which the designs are selected under
15.17subdivision 2, on or after January 1, 2006.
15.18(d) Special critical habitat license plates, the designs for which are selected under
15.19subdivision 2, on or after January 1, 2006, may be personalized according to section
15.20168.12, subdivision 2a
.
15.21 Sec. 17. Minnesota Statutes 2012, section 168.1298, subdivision 1, is amended to read:
15.22 Subdivision 1. General requirements and procedures. (a) The commissioner shall
15.23issue special "Support Our Troops" license plates to an applicant who:
15.24(1) is an owner of a passenger automobileas defined in section
168.002, subdivision

as defined in section
168.002, subdivision 21b

15.31(5) contributes a minimum of $30 annually to the Minnesota "Support Our Troops"
15.32account established in section190.19 ; and
15.33(6) complies with laws and rules governing registration and licensing of vehicles
15.34and drivers.
16.1(b) The license application under this section must indicate that the annual
16.2contribution specified under paragraph (a), clause (5), is a minimum contribution to receive
16.3the plates and that the applicant may make an additional contribution to the account.
16.4 Sec. 18. Minnesota Statutes 2012, section 169.685, subdivision 7, is amended to read:
16.5 Subd. 7. Appropriation; special account; legislative report. The Minnesota
16.6child passenger restraint and education account is created in the state treasury, consisting
16.7of fines collected under subdivision 5 and other money appropriated or donated. The
16.8money in the account is annually appropriated to the commissioner of public safety to
16.9be used to provide child passenger restraint systems to families in financial need, school
16.10districts and child care providers that provide for the transportation of pupils to and from
16.11school using type III vehicles or school buses with a gross vehicle weight rating of 10,000
16.12pounds or less, and to provide an educational program on the need for and proper use of
16.13child passenger restraint systems.The commissioner shall report to the legislature by
16.14February 1 of each odd-numbered year Information on the commissioner's activities and
16.15expenditure of funds under this section must be available upon request.
16.16 Sec. 19. Minnesota Statutes 2012, section 169.751, is amended to read:
16.17169.751 DEFINITIONS.
16.18For the purposes of sections169.751 to
169.754
16.19have the meaning ascribed to them in this section:
16.20(a) "First aid equipment" shall mean equipment for the purpose of rendering first aid to
16.21sick or injured persons as prescribed by the Department of Public Safety for its State Patrol
16.22vehicles, such equipment to include materials for the application of splints to fractures.
16.23(b) "Patrol motor vehicles" shall mean the State Patrol motor vehicles used in law
16.24enforcement of the Department of Public Safety, the county sheriffs, and the various city,
16.25town, and other local police departments.
16.26 Sec. 20. Laws 2009, chapter 158, section 10, as amended by Laws 2012, chapter 287,
16.27article 3, section 56, is amended to read:
16.28 Sec. 10. EFFECTIVE DATE.
16.29Sections 2 and 3 are effective August 1, 2009, and the amendments made in sections

1.14BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.15 Section 1. Minnesota Statutes 2012, section 168.021, subdivision 1, is amended to read:
1.16 Subdivision 1. Disability plates; application. (a) When a motor vehicle registered
1.17under section
1.18one-ton pickup truck
1.19recreational vehicle
1.20operated by a permanently physically disabled person or a custodial parent or guardian of
1.21a permanently physically disabled minor, the owner may apply for and secure from the
1.22commissioner (1) immediately, a temporary permit valid for 30 days if the applicant is
1.23eligible for the disability plates issued under this section and (2) two disability plates with
1.24attached emblems, one plate to be attached to the front, and one to the rear of the motor
1.25vehicle, truck, or recreational vehicle, or, in the case of a motorcycle, one disability plate
1.26the same size as a regular motorcycle plate.
1.27 (b) The commissioner shall not issue more than one plate to the owner of a
1.28motorcycle and not more than one set of plates to any owner of another vehicle described
2.1in paragraph (a) at the same time unless the state Council on Disability approves the
2.2issuance of a second plate or set of plates to an owner.
2.3 (c) When the owner first applies for the disability plate or plates, the owner must
2.4submit a medical statement in a format approved by the commissioner under section
2.6 (d) No medical statement or proof of disability is required when an owner applies for
2.7a plate or plates for one or more vehicles listed in paragraph (a) that are specially modified
2.8for and used exclusively by permanently physically disabled persons.
2.9 (e) The owner of a vehicle listed in paragraph (a) may apply for and secure (i)
2.10immediately, a permit valid for 30 days, if the applicant is eligible to receive the disability
2.11plate or plates issued under this section, and (ii) a disability plate or plates for the vehicle if:
2.12 (1) the owner employs a permanently physically disabled person who would qualify
2.13for the disability plate or plates under this section; and
2.14 (2) the owner furnishes the motor vehicle to the physically disabled person for the
2.15exclusive use of that person in the course of employment.
2.16 Sec. 2. Minnesota Statutes 2012, section 168.056, is amended to read:
2.17168.056 TOWING VIOLATION A MISDEMEANOR; EXCEPTIONS.
2.18Any person violating the provisions of
2.19168.054 shall be guilty of a misdemeanor. The provisions of sections
2.20shall not apply where such vehicle is being towed as a temporary movement for the
2.21purpose of making repairs, or for the purpose of pulling or towing such vehicle from one
2.22point to another point for the purpose of making repairs, or on repossessed cars being
2.23towed by an agent or employee of any person or bona fide finance company in the state
2.24where such towing is incidental to the repossession of such vehicle.
2.25 Sec. 3. Minnesota Statutes 2012, section 168.10, subdivision 1b, is amended to read:
2.26 Subd. 1b. Collector's vehicle, classic car plate. (a) Any motor vehicle
2.27manufactured between and including the years 1925 and 1948, and designated
2.28
2.29and superior workmanship, and owned and operated solely as a collector's item shall be
2.30listed for taxation and registration as follows: An affidavit shall be executed stating the
2.31name and address of the owner, the name and address of the person from whom purchased,
2.32the make of the motor vehicle, year and number of the model, the manufacturer's
2.33identification number, verification of the vehicle's full classic car status from nationally
2.34published standards and guides as determined by the registrar, and that the vehicle
3.1is owned and operated solely as a collector's item and not for general transportation
3.2purposes. If the commissioner is satisfied that the affidavit is true and correct and that the
3.3motor vehicle qualifies to be classified as a classic car, and the owner pays a $25 tax and
3.4the plate fee authorized under section
3.5taxation and registration and shall issue a single number plate.
3.6 (b) The number plate so issued shall bear the inscription "Classic Car," "Minnesota,"
3.7and the registration number or other combination of characters authorized under section
3.9the vehicle is in existence in Minnesota. The commissioner has the power to revoke said
3.10plate for failure to comply with this subdivision.

6.15 Sec. 4. Minnesota Statutes 2012, section 168.12, subdivision 1, is amended to read:
6.16 Subdivision 1. Plates; design, visibility, periods of issuance. (a) The commissioner,
6.17upon approval and payment, shall issue to the applicant the plates required by this chapter,
6.18bearing the state name and an assigned vehicle registration number. The number assigned
6.19by the commissioner may be a combination of a letter or sign with figures. The color of the
6.20plates and the color of the abbreviation of the state name and the number assigned must
6.21be in marked contrast. The plates must be lettered, spaced, or distinguished to suitably
6.22indicate the registration of the vehicle according to the rules of the commissioner.
6.23 (b) When a vehicle is registered on the basis of total gross weight, the plates issued
6.24must clearly indicate by letters or other suitable insignia the maximum gross weight
6.25for which the tax has been paid.
6.26(c) Plates issued to a noncommercial vehicle
6.27
6.28displaying a special plate authorized and issued under this chapter.
6.29(d) A one-ton pickup truck
6.30used for commercial purposes and is subject to section
6.31special plates as authorized and issued under this chapter.
6.32 (e) The plates must be so treated as to be at least 100 times brighter than the
6.33conventional painted number plates. When properly mounted on an unlighted vehicle, the
6.34plates, when viewed from a vehicle equipped with standard headlights, must be visible for
6.35a distance of not less than 1,500 feet and readable for a distance of not less than 110 feet.
6.36 (f) The commissioner shall issue plates for the following periods:
7.1 (1) New plates issued pursuant to section
7.2vehicle for as long as the vehicle is owned by the exempt agency and the plate shall not be
7.3transferable from one vehicle to another but the plate may be transferred with the vehicle
7.4from one tax-exempt agency to another.
7.5 (2) Plates issued for passenger automobiles must be issued for a seven-year period.
7.6All plates issued under this paragraph must be replaced if they are seven years old or older
7.7at the time of registration renewal or will become so during the registration period.
7.8 (3) Plates issued under sections
7.9be for a seven-year period.
7.10 (4) Plates issued under subdivisions 2c and 2d and section
7.11for the life of the veteran under section
7.12 (5) Plates for any vehicle not specified in clauses (1) to (3) must be issued for the
7.13life of the vehicle.
7.14 (g) In a year in which plates are not issued, the commissioner shall issue for each
7.15registration a sticker to designate the year of registration. This sticker must show the year or
7.16years for which the sticker is issued, and is valid only for that period. The plates and stickers
7.17issued for a vehicle may not be transferred to another vehicle during the period for which
7.18the sticker is issued, except when issued for a vehicle registered under section
7.19 (h) Despite any other provision of this subdivision, plates issued to a vehicle used
7.20for behind-the-wheel instruction in a driver education course in a public school may
7.21be transferred to another vehicle used for the same purpose without payment of any
7.22additional fee. The public school shall notify the commissioner of each transfer of plates
7.23under this paragraph. The commissioner may prescribe a format for notification.
7.24 Sec. 5. Minnesota Statutes 2012, section 168.12, subdivision 2, is amended to read:
7.25 Subd. 2. Amateur radio licensee; special plates, rules. (a) The commissioner shall
7.26issue amateur radio plates to an applicant who:
7.27 (1) is an owner of a passenger automobile or recreational
7.28
7.29 (2) is a resident of this state;
7.30 (3) holds an official amateur radio station license or a citizens radio service class D
7.31license, in good standing, issued by the Federal Communications Commission;
7.32 (4) pays the registration tax required under section
7.33 (5) pays a fee of $10 for each set of special plates and any other fees required by
7.34this chapter; and
8.1 (6) complies with this chapter and rules governing the registration of motor vehicles
8.2and licensing of drivers;
8.3 (b) In lieu of the registration number required for identification under subdivision 1,
8.4the plates must indicate the official amateur call letters of the applicant, as assigned by the
8.5Federal Communications Commission, and the words "AMATEUR RADIO."
8.6 (c) This provision for the issue of special plates applies only if the applicant's motor
8.7vehicle is already registered in Minnesota so that the applicant has valid regular Minnesota
8.8plates issued for that motor vehicle under which to operate it during the time that it will
8.9take to have the necessary special plates made.
8.10 (d) If owning more than one motor vehicle of the type specified in this subdivision,
8.11the applicant may apply for special plates for each motor vehicle and, if each application
8.12complies with this subdivision, the commissioner shall furnish the applicant with
8.13the special plates, indicating the official amateur call letters and other distinguishing
8.14information as the commissioner considers necessary, for each of the motor vehicles.
8.15 (e) The commissioner may make reasonable rules governing the use of the special
8.16plates as will assure the full compliance by the owner of the special plates, with all existing
8.17laws governing the registration of motor vehicles and the transfer and use of the plates.
8.18 (f) Despite any contrary provision of subdivision 1, the special plates issued under this
8.19subdivision may be transferred by an owner to another motor vehicle listed in paragraph
8.20(a) and registered to the same owner, upon the payment of a fee of $5. The commissioner
8.21must be notified before the transfer and may prescribe a format for the notification.
8.22 Sec. 6. Minnesota Statutes 2012, section 168.12, subdivision 2b, is amended to read:
8.23 Subd. 2b. Firefighters; special plates, rules. (a) The commissioner shall issue
8.24special plates, or a single license plate in the case of a motorcycle plate, to any applicant
8.25who:
8.26 (1) is a member of a fire department receiving state aid under chapter 69, has a
8.27letter from the fire chief, and is an owner of a passenger automobile
8.28
8.29
8.30 (2) pays a fee of $10 and any other fees required by this chapter;
8.31 (3) pays the registration tax required by this chapter for the motor vehicle; and
8.32 (4) complies with this chapter and rules governing the registration of motor vehicles
8.33and licensing of drivers.
9.1 (b) In lieu of the identification required under subdivision 1, the special plates must
9.2bear an emblem of a Maltese Cross together with any numbers or characters prescribed by
9.3the commissioner.
9.4 (c) Special plates issued under this subdivision may only be used during the period
9.5that the owner of the motor vehicle is a member of a fire department as specified in this
9.6subdivision. When the individual to whom the special plates were issued is no longer a
9.7member of a fire department or when the motor vehicle ownership is transferred, the
9.8owner shall remove the special plates from the motor vehicle. If the commissioner
9.9receives written notification that an individual is no longer qualified for these special
9.10plates, the commissioner shall invalidate the plates and notify the individual of this
9.11action. The individual may retain the plate only upon demonstrating compliance with the
9.12qualifications of this subdivision. Upon removal or invalidation of the special plates, or
9.13special motorcycle plate, either the owner or purchaser of the motor vehicle shall obtain
9.14regular plates or a regular motorcycle plate for the proper registration classification for
9.15the motor vehicle.
9.16 (d) A special motorcycle license plate issued under this subdivision must be the
9.17same size as a standard motorcycle license plate.
9.18 (e) Upon payment of a fee of $5, plates issued under this subdivision for a passenger
9.19automobile or truck may be transferred to another passenger automobile or truck owned
9.20or jointly owned by the person to whom the plates were issued. On payment of a fee of
9.21$5, a plate issued under this subdivision for a motorcycle may be transferred to another
9.22motorcycle owned or jointly owned by the person to whom the plate was issued.
9.23 (f) The commissioner may adopt rules under the Administrative Procedure Act,
9.24sections
9.25in this subdivision.
9.26 Sec. 7. Minnesota Statutes 2012, section 168.12, subdivision 2c, is amended to read:
9.27 Subd. 2c. National Guard; special plates, rules. (a) The commissioner shall
9.28issue special plates to any applicant who:
9.29 (1) is a regularly enlisted, commissioned, or retired member of the Minnesota
9.30National Guard, other than an inactive member who is not a retired member, and is an
9.31owner of a passenger automobile
9.32 (2) pays a fee of $10 and any other fees required by this chapter;
9.33 (3) pays the registration tax required by this chapter; and
9.34 (4) complies with this chapter and rules governing the registration of motor vehicles
9.35and licensing of drivers.
10.1 (b) The adjutant general shall design the emblem for these special plates subject to
10.2the approval of the commissioner.
10.3 (c) Special plates issued under this subdivision may only be used during the period
10.4that the owner of the motor vehicle is an active or retired member of the Minnesota National
10.5Guard as specified in this subdivision. When the individual to whom the special plates
10.6were issued is no longer an active or retired member of the Minnesota National Guard,
10.7the special plates must be removed from the vehicle by the owner. If the commissioner
10.8receives written notification that an individual is no longer qualified for these special plates,
10.9the commissioner shall invalidate the plates and notify the individual of this action. The
10.10individual may retain the plate only upon demonstrating compliance with the qualifications
10.11of this subdivision. Upon removal or invalidation of the special plates, either the owner or
10.12purchaser of the motor vehicle shall obtain regular plates for the motor vehicle.
10.13 (d) While the person is an active or retired member of the Minnesota National
10.14Guard, plates issued pursuant to this subdivision may be transferred to another motor
10.15vehicle owned by that individual upon payment of a fee of $5.
10.16 (e) For purposes of this subdivision, "retired member" means an individual placed on
10.17the roll of retired officers or roll of retired enlisted members in the Office of the Adjutant
10.18General under section
10.19 (f) The commissioner may adopt rules under the Administrative Procedure Act to
10.20govern the issuance and use of the special plates authorized by this subdivision.
10.21 Sec. 8. Minnesota Statutes 2012, section 168.12, subdivision 2d, is amended to read:
10.22 Subd. 2d. Ready Reserve; special plates, rules. (a) The commissioner shall issue
10.23special plates to an applicant who:
10.24 (1) is not eligible for special National Guard plates under subdivision 2c, is a
10.25member of the United States armed forces ready reserve as described in United States
10.26Code, title 10, section 10142 or 10143, or a retired reserve as described in United States
10.27Code, title 10, section 10154, and is an owner of a passenger automobile
10.28
10.29 (2) pays a fee of $10 and any other fees required by this chapter;
10.30 (3) pays the registration tax required by this chapter; and
10.31 (4) complies with this chapter and rules governing the registration of motor vehicles
10.32and licensing of drivers.
10.33 (b) The commissioner of veterans affairs shall design the emblem for these special
10.34plates subject to the approval of the commissioner.
11.1 (c) Special plates issued under this subdivision may only be used during the period
11.2that the owner of the motor vehicle is a member of the ready reserve. When the owner is
11.3no longer a member, the special plates must be removed from the motor vehicle by the
11.4owner. If the commissioner receives written notification that an individual is no longer
11.5qualified for these special plates, the commissioner shall invalidate the plates and notify
11.6the individual of this action. The individual may retain the plate only upon demonstrating
11.7compliance with the qualifications of this subdivision. On removal or invalidation of the
11.8special plates, either the owner or purchaser of the motor vehicle shall obtain regular
11.9plates for the motor vehicle. While the owner is a member of the ready reserve, plates
11.10issued under this subdivision may be transferred to another motor vehicle owned by that
11.11individual on paying a fee of $5.
11.12 (d) The commissioner may adopt rules under the Administrative Procedure Act to
11.13govern the issuance and use of the special plates authorized by this subdivision.
11.14 Sec. 9. Minnesota Statutes 2012, section 168.12, subdivision 2e, is amended to read:
11.15 Subd. 2e. Volunteer ambulance attendants; special plates. (a) The commissioner
11.16shall issue special license plates to an applicant who:
11.17 (1) is a volunteer ambulance attendant as defined in section
11.1815

11.20 (2) pays the registration tax required by this chapter for the motor vehicle;
11.21 (3) pays a fee of $10 and any other fees required by this chapter; and
11.22 (4) complies with this chapter and rules governing the registration of motor vehicles
11.23and licensing of drivers.
11.24 (b) An individual may use special plates issued under this subdivision only during
11.25the period that the individual is a volunteer ambulance attendant. When the individual to
11.26whom the special plates were issued ceases to be a volunteer ambulance attendant, the
11.27individual shall remove each set of special plates issued. If the commissioner receives
11.28written notification that an individual is no longer qualified for these special plates, the
11.29commissioner shall invalidate the plates and notify the individual of this action. The
11.30individual may retain the plate only upon demonstrating compliance with the qualifications
11.31of this subdivision. When ownership of the motor vehicle is transferred, the individual
11.32shall remove the special plates from that motor vehicle. On removal or invalidation of the
11.33special plates, the owner or purchaser of the motor vehicle shall obtain regular plates for the
11.34motor vehicle. Special plates issued under this subdivision may be transferred to another
11.35motor vehicle owned by the volunteer ambulance attendant on payment of a fee of $5.
12.1 (c) The commissioner may adopt rules governing the design, issuance, and sale of
12.2the special plates authorized by this subdivision.
12.3 Sec. 10. Minnesota Statutes 2012, section 168.123, subdivision 1, is amended to read:
12.4 Subdivision 1. General requirements; fees. (a) On payment of a fee of $10 for
12.5each set of two plates, or for a single plate in the case of a motorcycle plate, payment of
12.6the registration tax required by law, and compliance with other applicable laws relating to
12.7vehicle registration and licensing, as applicable, the commissioner shall issue:
12.8(1) special veteran's plates to an applicant who served in the active military service
12.9in a branch of the armed forces of the United States or of a nation or society allied with the
12.10United States in conducting a foreign war, was discharged under honorable conditions, and
12.11is a registered owner of a passenger automobile
12.12
12.13pickup truck
12.14motor vehicle as defined in section
12.15(2) a veteran's special motorcycle plate as described in subdivision 2, paragraph (a),
12.16(f), (h), (i), or (j), or another special plate designed by the commissioner to an applicant
12.17who is a registered owner of a motorcycle
12.18 and meets the criteria listed in this paragraph and in subdivision 2, paragraph (a), (f), (h),
12.19(i), or (j). Plates issued under this clause must be the same size as regular motorcycle
12.20plates. Special motorcycle license plates issued under this clause are not subject to

12.22(b) The additional fee of $10 is payable for each set of veteran's plates, is payable
12.23only when the plates are issued, and is not payable in a year in which stickers are issued
12.24instead of plates.
12.25(c) The veteran must have a certified copy of the veteran's discharge papers,
12.26indicating character of discharge, at the time of application. If an applicant served in the
12.27active military service in a branch of the armed forces of a nation or society allied with the
12.28United States in conducting a foreign war and is unable to obtain a record of that service
12.29and discharge status, the commissioner of veterans affairs may certify the applicant as
12.30qualified for the veterans' plates provided under this section.
12.31 Sec. 11. Minnesota Statutes 2012, section 168.1235, subdivision 1, is amended to read:
12.32 Subdivision 1. General requirements; fees. (a) The commissioner shall issue a
12.33special plate emblem for each plate to an applicant who:
13.1(1) is a member of a congressionally chartered veterans service organization and is a
13.2registered owner of a passenger automobile
13.3

13.6(2) pays the registration tax required by law;
13.7(3) pays a fee of $10 for each set of two plates, and any other fees required by
13.8this chapter; and
13.9(4) complies with this chapter and rules governing the registration of motor vehicles
13.10and licensing of drivers.
13.11(b) The additional fee of $10 is payable at the time of initial application for the
13.12special plate emblem and when the plates must be replaced or renewed. An applicant must
13.13not be issued more than two sets of special plate emblems for motor vehicles listed in
13.14paragraph (a) and registered to the applicant.
13.15(c) The applicant must present a valid card indicating membership in the American
13.16Legion or Veterans of Foreign Wars.
13.17 Sec. 12. Minnesota Statutes 2012, section 168.124, subdivision 1, is amended to read:
13.18 Subdivision 1. Issuance and design. (a) The commissioner shall issue special plates
13.19bearing the inscription "MEDAL OF HONOR" to an applicant who:
13.20(1) is a recipient of the Congressional Medal of Honor;
13.21(2) is a registered owner of a passenger automobile

13.25and licensing of drivers.
13.26(b) The special plates must be of a design and size determined by the commissioner.

13.29 Sec. 13. Minnesota Statutes 2012, section 168.125, subdivision 1, is amended to read:

13.31bearing the inscription "EX-POW" to any applicant who:
13.32(1) is both a former prisoner of war and a registered owner of a passenger automobile

14.5(b) The special plates must be of a design and size to be determined by the
14.6commissioner. Only one set of plates, or a single plate in the case of a motorcycle, bearing
14.7the "EX-POW" inscription may be issued for each qualified applicant.
14.8 Sec. 14. Minnesota Statutes 2012, section 168.1253, subdivision 1, is amended to read:
14.9 Subdivision 1. Definitions. (a) The terms used in this section have the meanings
14.10given them in this subdivision.
14.11(b) "Active service" has the meaning given in section
14.12(c) "Eligible person" means a surviving spouse, parent or legal guardian, child,
14.13or sibling of a person who has died while serving honorably in active service. For the
14.14purposes of this section, an eligibility relationship may be established by birth or adoption.
14.15(d) "Motor vehicle" means a vehicle for personal use, not used for commercial
14.16purposes, and may include a passenger automobile

14.20 Sec. 15. Minnesota Statutes 2012, section 168.129, subdivision 1, is amended to read:

14.25(2) pays a fee as specified in section
14.26handling and manufacturing the plates;
14.27(3) pays the registration tax required under section
14.28(4) pays the fees required under this chapter;
14.29(5) contributes at least $25 annually to the scholarship account established in
14.30subdivision 6; and
14.31(6) complies with this chapter and rules governing registration of motor vehicles
14.32and licensing of drivers.
14.33 Sec. 16. Minnesota Statutes 2012, section 168.1296, subdivision 1, is amended to read:
15.1 Subdivision 1. General requirements and procedures. (a) The commissioner shall
15.2issue critical habitat plates to an applicant who:
15.3(1) is a registered owner of a passenger automobile
15.4
15.5(2) pays a fee of $10 to cover the costs of handling and manufacturing the plates;
15.6(3) pays the registration tax required under section
15.7(4) pays the fees required under this chapter;
15.8(5) contributes a minimum of $30 annually to the Minnesota critical habitat private
15.9sector matching account established in section
15.10(6) complies with this chapter and rules governing registration of motor vehicles
15.11and licensing of drivers.
15.12(b) The critical habitat plate application must indicate that the annual contribution
15.13specified under paragraph (a), clause (5), is a minimum contribution to receive the plate
15.14and that the applicant may make an additional contribution to the account.
15.15(c) Owners of recreational vehicles under paragraph (a), clause (1), are eligible
15.16only for special critical habitat license plates for which the designs are selected under
15.17subdivision 2, on or after January 1, 2006.
15.18(d) Special critical habitat license plates, the designs for which are selected under
15.19subdivision 2, on or after January 1, 2006, may be personalized according to section
15.21 Sec. 17. Minnesota Statutes 2012, section 168.1298, subdivision 1, is amended to read:
15.22 Subdivision 1. General requirements and procedures. (a) The commissioner shall
15.23issue special "Support Our Troops" license plates to an applicant who:
15.24(1) is an owner of a passenger automobile

15.33(6) complies with laws and rules governing registration and licensing of vehicles
15.34and drivers.
16.1(b) The license application under this section must indicate that the annual
16.2contribution specified under paragraph (a), clause (5), is a minimum contribution to receive
16.3the plates and that the applicant may make an additional contribution to the account.
16.4 Sec. 18. Minnesota Statutes 2012, section 169.685, subdivision 7, is amended to read:
16.5 Subd. 7. Appropriation; special account
16.6child passenger restraint and education account is created in the state treasury, consisting
16.7of fines collected under subdivision 5 and other money appropriated or donated. The
16.8money in the account is annually appropriated to the commissioner of public safety to
16.9be used to provide child passenger restraint systems to families in financial need, school
16.10districts and child care providers that provide for the transportation of pupils to and from
16.11school using type III vehicles or school buses with a gross vehicle weight rating of 10,000
16.12pounds or less, and to provide an educational program on the need for and proper use of
16.13child passenger restraint systems.

16.15expenditure of funds under this section must be available upon request.
16.16 Sec. 19. Minnesota Statutes 2012, section 169.751, is amended to read:
16.17169.751 DEFINITIONS.
16.18For the purposes of sections
16.19have the meaning ascribed to them in this section:
16.20(a) "First aid equipment" shall mean equipment for the purpose of rendering first aid to
16.21sick or injured persons as prescribed by the Department of Public Safety for its State Patrol
16.22vehicles, such equipment to include materials for the application of splints to fractures.
16.23(b) "Patrol motor vehicles" shall mean the State Patrol motor vehicles used in law
16.24enforcement of the Department of Public Safety, the county sheriffs, and the various city,
16.25town, and other local police departments.
16.26 Sec. 20. Laws 2009, chapter 158, section 10, as amended by Laws 2012, chapter 287,
16.27article 3, section 56, is amended to read:
16.28 Sec. 10. EFFECTIVE DATE.
16.29Sections 2 and 3 are effective August 1, 2009, and the amendments made in sections
16.302 and 3 to Minnesota Statutes, sections
16.31EFFECTIVE DATE.This section is effective the day following final enactment.
17.1 Sec. 21. REPEALER.
17.2(a) Minnesota Statutes 2012, sections 168.0422; 168.055; 168A.20, subdivision 1a;
17.3169.11; 169.36; 169.39; 169.725; 169.743; 169.754; 169.78; 169.7961; 169.983; 169A.60,
17.4subdivision 18; 171.28; 299D.02; 299D.04; 299D.05; and 609B.202, are repealed.
17.5(b) Minnesota Rules, part 7409.4700, subpart 2, is repealed.
