1.1A bill for an act
1.2relating to state government; requiring a feasibility study on creating a central fund
1.3to pay for costs of providing accommodations to state employees with disabilities.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. STUDY OF CENTRAL ACCOMMODATION FUND.
1.6The commissioner of management and budget, in consultation with the Commission
1.7of Deaf, DeafBlind and Hard-of-Hearing Minnesotans, must report to the legislature and
1.8the governor by January 5, 2015, on advantages and disadvantages of creating a central
1.9fund in the state treasury to pay for costs of providing accommodations to executive
1.10branch state employees with disabilities. The report must include:
1.11(1) a summary of money spent by executive branch state agencies in fiscal years
1.122012 and 2013 for providing accommodations to executive branch state employees;
1.13(2) an analysis of how use of central accommodation funds in other governmental
1.14units and in private businesses affects recruitment, hiring, retention, and promotion
1.15of people with disabilities; and
1.16(3) recommendations for laws and policies needed to implement a central
1.17accommodation fund.
