1.1A bill for an act
1.2relating to capital improvements; appropriating money for an invasive species
1.3research center at the University of Minnesota; authorizing the sale and issuance
1.4of state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. INVASIVE SPECIES RESEARCH CENTER AND ASIAN CARP
1.7BARRIER.
1.8    Subdivision 1. Appropriation for an invasive species research center. $1,000,000
1.9is appropriated from the bond proceeds fund to the Board of Regents of the University
1.10of Minnesota to remodel, renovate, furnish, and equip the Engineering and Fisheries
1.11Laboratory, owned by the university and located on the St. Paul campus, for an invasive
1.12species research center. This appropriation is not available until the commissioner has
1.13determined that an amount sufficient to complete the project is committed to it from
1.14nonstate sources.
1.15    Subd. 2. Appropriation for Asian carp barrier. $12,000,000 is appropriated from
1.16the bond proceeds fund to the commissioner of natural resources to design and construct
1.17an Asian carp deterrent barrier to control the spread of Asian carp and to accelerate the
1.18renewal and rehabilitation of public water access site facilities to provide for aquatic
1.19invasive species management, including the installation of decontamination stations.
1.20    Subd. 3. Bond sale. To provide the money appropriated in this section from the
1.21bond proceeds fund, the commissioner of management and budget shall sell and issue
1.22bonds of the state in an amount up to $13,000,000 in the manner, upon the terms, and with
2.1the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
2.2Minnesota Constitution, article XI, sections 4 to 7.
2.3EFFECTIVE DATE.This section is effective the day following final enactment.
