1.1A bill for an act
1.2relating to veterans; appropriating money to public safety for a grant for training
1.3community safety personnel about the use of de-escalation techniques for dealing
1.4with veterans returning from active military service in combat zones.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. VETERANS IN CRISIS DE-ESCALATION TRAINING.
1.7$....... in fiscal year 2015 is appropriated from the general fund to the commissioner
1.8of public safety to be spent for training state and local community safety personnel in the
1.9use of crisis de-escalation techniques for use with Minnesota veterans following their
1.10return from active military service in a combat zone. The commissioner must consult with
1.11the director of the Minnesota Peace Officers and Training Board, and may consult with any
1.12other state or local governmental official or nongovernmental authority the commissioner
1.13determines to be relevant, to include postsecondary institutions, when selecting a service
1.14provider for this training. Among any other criteria the commissioner may establish
1.15for the selection, the training provider must have a demonstrated understanding of the
1.16transitions and challenges that veterans may experience during their re-entry into society
1.17following combat service. The commissioner must ensure that training opportunities
1.18provided are reasonably distributed statewide.
