1.1A bill for an act
1.2relating to education finance; transferring the Harambee school from the East
1.3Metro Integration District to the Roseville School District.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. HARAMBEE COMMUNITY SCHOOL TRANSITION.
1.6    Subdivision 1. Facilities. Notwithstanding the specified uses of state general
1.7obligation bond proceeds appropriated in Laws 1994, chapter 643, section 14, subdivision
1.87, the real and personal property owned by the Joint Powers District No. 6067, East Metro
1.9Integration District, in Maplewood, known as the Harambee community school, may be
1.10conveyed to Independent School District No. 623, Roseville, for operation of a multidistrict
1.11integration facility that serves students in any grade from early education through grade 12.
1.12    Subd. 2. Student enrollment. A student enrolled in the Harambee community
1.13school during the 2013-2014 school year may continue to enroll in the Harambee
1.14community school in any subsequent year. For the 2014-2015 school year and later, other
1.15students may apply for enrollment under Minnesota Statutes, section 124D.03.
1.16    Subd. 3. Compensatory revenue, literacy aid, and compensation revenue. For
1.17the 2014-2015 school year only, the Department of Education must calculate compensatory
1.18revenue, literacy aid, and compensation revenue for the Harambee community school
1.19based on the fall 2013 enrollment counts.
1.20    Subd. 4. Year-round programming. Harambee community school may operate as
1.21a flexible learning year program under Minnesota Statutes, sections 124D.12 to 124D.127.
1.22    Subd. 5. Pupil transportation. The board may transport pupils enrolled in the
1.232013-2014 school year to and from the Harambee community school in succeeding school
2.1years regardless of the students' districts of residence. Pupil transportation expenses under
2.2this section are reimbursable under Minnesota Statutes, section 124D.87.
2.3EFFECTIVE DATE.This section is effective the day following final enactment.
