1.1A bill for an act
1.2relating to education; appropriating money for a grant to the Saint Paul Promise
1.3Neighborhood (SSPN).
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. APPROPRIATION; SAINT PAUL PROMISE NEIGHBORHOOD.
1.6(a) $1,132,000 is appropriated in fiscal year 2015 from the general fund to the
1.7commissioner of education for a grant to the Saint Paul Promise Neighborhood. Funds
1.8appropriated in this section are to reduce multigenerational poverty and the educational
1.9achievement gap through increased enrollment of families within the zone, and may be
1.10used for Saint Paul Promise Neighborhood programming and services consistent with
1.11federal Promise Neighborhood program agreements and requirements.
1.12(b) The base appropriation for fiscal years 2016 and 2017 is $1,132,000 for each year.
1.13(c) $590,000 of the appropriation shall fund academic, community, and family
1.14engagement activities to enroll and partner with more families in the Saint Paul Promise
1.15Neighborhood and to evaluate these activities aimed at reducing multigenerational
1.16poverty and the educational achievement gap. $542,000 of the appropriation would fund
1.17supporting activities of five Saint Paul Promise Neighborhood partner programs focusing
1.18on education, housing, and employment. The organizations include Aurora St. Anthony
1.19Neighborhood Development Corporation, Community Stabilization Project, YWCA of
1.20St. Paul, Model Cities, and Hmong American Partnership.
